Description: This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Maintenance and Repair of Heating, Ventilation and Air Conditioning (HVAC) Equipment and Direct Digital Controls (DDC) located at the Naval Undersea Warfare Center Division Newport, Newport, RI. The work includes, but is not limited to, providing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering and other items necessary to provide the services as described in the Performance Work Statement of the RFP. The work will be accomplished under a combination Firm Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract term will be a base period of one year plus two option periods. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract on time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The contract will replace a contract for similar services awarded in 2006 in the amount of $2,415,910.00 for the total FFP portion of the contract and $1,183,498.00 for the maximum value of the Indefinite Quantity portion of the contract. Information about the current contract and the incumbent contractor (e.g., value of the last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. The NAICS Code for this procurement is 238220 and the annual Small Business size standard is $14,000,000 in annual receipts. The Procurement Method shall be Contracting by Negotiation. Prospective bidders must register for this project on the Navy Electronic Commerce On-Line NECO web-site at http://www.neco.navy.mil to receive notification of availability of solicitation documents and to download the solicitation and any subsequent amendments. The Issue Date, Bid Opening Date, and Award date stated in this notice are approximate dates. Recording companies are also required to register. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. It is therefore the Contractor's responsibility to check the above listed NECO address daily for any posted changes to the solicitation's plans and specifications. Per the Debt Collection Improvement Act of 1996, the DOD Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Information regarding this registration may be obtained by accessing the web site www.ccr.gov or by referring to DFAR Subpart 204-73. Offerors should submit verification of their firm's registration in the CCR Database with their proposal. Online Representations and Certifications will be required on this contract per FAR Clause 52.204-8 available on web-site http://orca.bpn.gov. The Solicitation shall be available on or about 06 July 2011 for downloading. Proposals will be due on or about 08 Aug 2011. There is no Pre-Proposal Conference or Site Visit scheduled for this solicitation at this time.
