Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Lakehurst is requesting information pertaining to the replacement for the Common Rack and Launcher Test Set (CRALTS) P/N 3260AS100-2. For purposes of this RFI, this new unit shall be called Common Rack Tester. The Government is requesting information on the availability of a robust, reliable, Go-No-Go Test Set for use at the Aircraft Intermediate Maintenance Division at USN/USMC activities. The Common Rack Tester shall also be capable of troubleshooting and fault isolating down to Shop Replaceable Assembly (SRA). The Common Rack Tester shall be used to test various bomb racks and missile launchers to ensure ready for issue status. It shall have dimensions less than or equal to the existing Tester (34 in. L, 20 in. W, 18 in. D) and less than or equal to 88 pounds. The Common Rack Tester shall utilize 115V, 3phase, and 400HZ for power. As required for any typical Navy support equipment, the Common Rack Tester shall be highly reliable, maintainable, and supportable. As an I-level unit, it shall be capable of meeting shock, vibration, and environmental criteria specified by Naval Air Warfare Center Lakehurst. The existing CRALTS experiences problems with heat, humidity, and dust resulting in lowered reliability in austere environments. The government desires that the Common Rack Tester shall provide an improved reliability when operating in these environments. The Common Rack Tester shall have Built in Test that will check if test set is operating within performance specification. The Common Rack Tester shall reduce the logistics footprint by minimizing the number of existing CRALTS adapters (currently 32 adapters set assemblies) and cables (currently 18 basic cables). The existing CRALTS supported Aircraft Armament Equipment (AAE) includes, but is not limited to the following SUU-62A/A, B/A; SUU-63A, A/A, C/A; SUU-78; SUU79A/A, B/A, C/A; SUU-80A/A, F/A-18E/F I-Cables; AERO-65A; BRU-11/B, A/B; BRU-12/A, A/A; BRU- 14/A, P-3/S-3 Harness; BRU-15/A; BRU-20A, BRU-21/A; BRU-22/A, BRU-23/A; BRU-32A/A, B/A; BRU-33/A, A/A, BRU-36A/A, B/A, BRU-41/A, BRU-42/A, BRU-55/A, A/A; BRU-59/A; BRU-70; LAU-7A/A, B/A, C/A; LAU-7D/A, E/A, F/A; LAU-115C/A, D/A; LAU-117A (V)2/A; LAUD-118 (V) 1/A; LAU-127A/A, B/A, C/A, D/A, E/A, F/A; M272, M279; M299; TOW Missile Launcher (TML); LAU-10D/A; LAU-61C/A; LAU-68D/A; and SUU-25F/A. Along with meeting the current CRALTS support, the Common Rack Tester must include or be easily upgradable to 1760 Class I and II, EBR 1553, and MMSI (Miniature Mission Store Interface). Provide commercial pamphlets, operating and maintenance manuals, or any other documentation that would describe units that meet the above requirements. The government intends to procure a complete technical design data package (including drawing and software). The drawings shall be sufficient for the maintenance and support of the Common Rack Tester and shall include all applicable information required to allow for identification of original sources for all repairable and replaceable parts. At a minimum the government would intend to obtain government purpose rights for the technical data package to allow for the maintenance and modification of all hardware & software over the life cycle. Additionally, it is desired that a cost estimate be provided and broken out by Per Unit Price, including Non-recurring Engineering/Development cost, Per Unit Cable Interface Price, and Technical Data Package cost. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
