- SOW Contractor shall provide GIS support and development of a roadless inventory update through application of work by a GIS Specialist. Services shall be provided as described in the scope of work below, pending further clarification. No travel is involved. Contractor will communicate with and deliver services and documents to Forest Service through phone, post or package delivery, e-mail or other electronic transport. Contractor will update the Tongass roadless inventory to portray a GIS layer that incorporates the direction of the 2001 Roadless Rule and District Court Judgment. The 2001 Roadless Rule includes exceptions to the prohibitions on road construction and reconstruction, and timber cutting, sale, or removal in IRAs (see Attachment A for more information). Contractor will be expected to complete the following: 1. Use the latest roadless inventory (1996) as the base layer. This inventory was used for the 2000 Forest Service Roadless Area Conservation FEIS, and is referenced in 2001 Roadless Rule. This layer is available in the Tongass GIS database. 2. Show past harvest and associated road building during the Tongass Exemption (i.e., between January 29, 2004 and May 28, 2009) a) Show past harvest. Past harvest layers are located in the GIS database. Past harvest needs to refer to the NEPA document DM/DN/ROD. b) Show roads associated with past harvest. Road information (i.e., road #'s, miles, construction completion dates) can be found in the INFRA database. 3. Show all timber sales allowed under 36 CFR § 294.14(d). A list of these projects is included in Attachment B. The GIS map should show the timber Sale ROD map (i.e., approved units and roads). Need to know which roads were built prior to January 12, 2001.Show all existing minerals claims, and distinguish between existing and new (i.e., pre- and post-January 12, 2001) 4. Show all existing Federal Energy Regulatory Commission (FERC) boundaries. A partial layer was created in GIS, but contractor will need to access the BLM's Master Title Plats to digitize the remaining boundaries. The FERC layer should distinguish between existing and new (i.e., pre- and post-January 12, 2001) boundaries 5. Show all existing Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) "Superfund" sites 6. Show all Federal Aid Highways (e.g., FH43 near Whale Pass) 7. Combine the layers into geodatabases using ArcGIS version 9.3 or higher. Each layer should be a separate featureclass and should have complete metadata. 8. Complete metadata that includes description of all code values for every column in every layer (coverage, shapefile, geodatabase or grid) created by the contractor for the plan, and also include descriptions of new record values added to previously existing layers The government will provide the required contract information listed above to the successful contractor after award.
