The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. JOB DESCRIPTION: See below US Personal Services Contract US Department of State Bureau for International Narcotics & Law Enforcement Affairs American Embassy Lima, Peru Narcotics Affairs Section (NAS) STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the US Embassy Narcotics Affairs Section (NAS) Lima, Peru. The NAS Aviation Program operates Beechcraft 1900D airplanes, which are based at the NAS facility located on the Peruvian Air Force Base, Group 8, Jorge Chavez International Airport, and Callao, Peru. Purpose The purpose of this position is to provide a full-time Beechcraft 1900D Mechanic for the NAS Aviation Program in Peru. The Mechanic is responsible for performing all scheduled and unscheduled aircraft maintenance, organization and calibration of all special tools, and maintains all ground support equipment. Duties and Responsibilities The Mechanic's responsibilities include, but are not limited to the following: a. Perform all scheduled maintenance inspections in accordance with the Original Equipment Manufacturers (OEM) requirement on both the airframe power plant, and related systems while conforming to all Federal Aviation Administration (FAA) part 91 operating requirements. b. Execute all quality control inspector duties as assigned while maintaining aircraft electrical systems as specified by the OEM. c. Perform all unscheduled maintenance as required to maintain the aircraft in an airworthy condition. Ensure proper documentation of all maintenance tasks, compliance with Airworthiness Directives (AD) and trend monitoring. Comply with established hazardous material control, Foreign Object Damage (FOD) control, and tool control programs and procedures. d. Maintain the technical publication library. e. Manage the logistics program to ensure the availability of required aircraft rotable parts and bench stock in accordance with established Department of State (DOS) procurement procedures. f. Ensure all Time before Overhaul (TBO) components are maintained properly. Perform receiving inspections on all procured items entering the NAS Beech 1900D supply inventory. g. Notify appropriate Aviation Advisors of the aircraft maintenance status should a change occur. h. Track all flight times, inspection times, overhaul hours, and airframe and engine cycles in accordance with a NAS approved program. Assist in developing this program if required. i. Maintain an on-hand parts inventory and order replacements and time change components as required. Oversee and inspect all incoming and outgoing aircraft parts. j. Supervise and mentor other mechanics if required. k. Generate the NAS Peru B1900D weekly usage report for dissemination within NAS and the DOS Office of Aviation. Supervision The Mechanic works under the direct supervision of the NAS Aviation Maintenance Advisor or, in his absence, the NAS Fixed-wing Aviation Advisor. Additionally, the Mechanic will coordinate with the NAS B1900D Pilots-in-Command on a day-to-day basis. The Mechanic will work under the supervision of the senior B1900D mechanic on a day- to-day tasks to ensure the B1900D is Fully Mission Capable (FMC). Complexity Assignments include a wide range of detailed tasks, which compose a sophisticated aviation maintenance program. These tasks include, but are not limited to, the following: • Actual hands-on maintenance, aircraft inspection, trend monitoring, forms and records tracking, and maintaining a technical publications library. • The Mechanic is the cornerstone for sustaining an acceptable operational readiness level. • Integrate and apply specialized and professional knowledge in program development, which will directly affect the safety of the NAS aviation program Physical Demand Physically qualified to live in Peru and willing to engage in frequent in-country travel to remote locations. The work is both physical and sedentary in nature, and involves activity at both office and field locations, in addition to the Lima airport and US Embassy offices. The position requires some physical exertion and dexterity. The Advisor must be able to independently perform fieldwork in remote areas for extended periods without assistance. Work Environment Primarily the work is conducted in an airplane, office, or aircraft hangar with travel to the field for missions. The Mechanic must be able to perform the fieldwork independently in remote areas for extended periods without on-the-ground supervision. Some field sites have been declared hazardous duty locations by the DOS due to hostile activities of the drug traffickers. Therefore pose significant risk to the Mechanic while at these sites. Minimum Requirements 1. U.S. citizen, able to obtain/maintain a DOS security and medical clearance. 2. Ten (10) years documented aviation maintenance experience, of which at least five (5) must have been as a quality control inspector. 3. Possess a current FAA issued Airframe and Power plant certificate combined with a current Inspection Authorization certificate (IA). 4. Ten (10) years of experience working with the details of US Federal Aviation Administration regulations, including, but not limited to, FAR part 1, 43, 61, 63, 67, 91, and 830. 5. Completed King Air B200/350 and C-90 or B1900D maintenance certification course, combined with a minimum of two (2) years experience in maintaining the airframe and/or power plant. 6. Completed a Pratt and Whitney PT6 Heavy Maintenance Course within the previous five (5) years. 7. Proficient in Microsoft Office Suite. Desired Qualifications 1. Knowledge of the political, economic, legal, and military environment of Peru and regional factors affecting counter-narcotics programs. 2. Knowledge of Embassy organization and the complexities of interrelated activities as well as the familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs is desired. 3. Knowledge of DOS, Office of Aviation, maintenance procedures, and directives. 4. Familiarity with US Counter Narcotics (CN) operations in Latin America. 5. Excellent oral and written English and Spanish communication skills at the 3/3 level per FSI standards. Evaluation Criteria Factor 1 Mechanic Skills: (35 points) • Maintain the Beechcraft 1900D* or similar type aircraft in an airworthy condition in accordance with the FARs and OEM specifications. • Perform Inspection Authorization duties on all scheduled inspections and unscheduled repairs of a B1900D* as required. • Perform repairs of the B1900D* in remote and unimproved areas of Peru when necessary. • Maintain the documentation of maintenance and inspections performed on the B1900D*. Factor 2 Maintenance Administration: (35 points) • Oversee activities of subordinate crew members. • Program and schedule maintenance on the B1900D* to maximize the availability of the aircraft for missions. • Assist aircraft loading and performing weight balance adjustments for the B1900D*. • Insure that all AD, Service Notices, and Manual updates are current and in compliance. • Maintain the spare parts stock levels to 100% and insure that replacement time-change components are on hand before the retiring component is due. Factor 3 Experience/Past Performance: Offeror's previous experience and quality of performance (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). (30 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
