- Brand Name Justification Bill of Material This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This is a Request For Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52, 31 May 2011 and Defense Federal Acquisition Regulation Supplement DPN 20110518. This solicitation incorporates the following clauses by reference: Federal Acquisition Regulation (FAR) 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.204-10 and Department of Defense FAR Supplement (DFARS) 252.204-7004 - Alternate A, 252.211-7003, 252.212-7001, and 252.227-7013. This BRAND NAME acquisition is for SolidWorks software maintenance. Please see the attached Bill of Materials (BOM) for a description of the requirement with specifications. There are a total of 7 line items in the BOM. For the ease of reviewing all quotes, please keep all items in the same numerical order as the BOM when submitting a quote. The Air Force requires that respondents propose Open Market pricing only. Discounts are STRONGLY encouraged. See the attached Brand Name Justification and Approval for Other Than Full and Open Competition. Please note the following: NAICS code: 511210 Small-business size standard: $25,000,000.00. This is not a small-business set aside. FOB point: Destination Delivery: Software Maintenance currently expires on 29 June 2011 and the government needs support starting 30 June 2011. Anticipated delivery is 2 days after receipt of order. If needed, the ship to address is: AFRL/RBOI Attn: Richard Balonier 2130 8th Street Bldg 045, RM 062 WPAFB, OH 45433 All items must be priced in order to be considered a complete, responsive quote. All computer equipment must be TAA compliant. The government will select the lowest priced technically acceptable quote. Contractor must be registered in the Central Contractor Registration (CCR) prior to award. All information regarding this acquisition will be posted on the FedBizOpps website. Any questions or concerns about this solicitation should first be directed to the buyer at the e-mail address listed above, or you may contact the Ombudsman. (a) Mr Howard E. Marks Jr., ASC/AQH, has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendation to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Howard E.
