Description
The Naval Surface Warfare Center “ Panama City, Panama City, Florida intends to solicit Spencer Industries, Inc, 80 Holmes St, Belleville, NJ 07109 on a sole source, firm-fixed price basis for the acquisition of for one hundred five (105) Chain Cargo Lashing (NSN 3990-01-506-9254) with all component parts coated with ArmorGalv per ASTM A 1059/A 1059M-08. This purchase is unsuitable for full and open competition for the following reason. The NAVSEA LCAC Program Office has tasked NSWC-PCD with procuring two ship sets of legacy LCAC cargo lashing (105 total) “ NSN 3990-01-506-9254 coated with ArmorGalv for further evaluation on two LCACs during upcoming deployments. During this period, the cargo lashings will be subjected to repeated use and exposed to the elements to determine the overall effectiveness of the ArmorGalv coating under real world conditions. The Office of Naval Research (ONR) Science and Technology (S&T) Project on automated cargo lashings testing was completed on an LCAC at NSWC-PCD in June 2010. During this testing several different types of cargo lashings were evaluated and pull-tested. One successful aspect of this effort was the testing of legacy 35,000 pound rated LCAC cargo lasing with ArmorGalv corrosion proof coating applied. In addition, a six month evaluation of the ArmorGalv coated cargo lashings was completed during the period of July “ December 2010, as well as a continuing evaluation. ArmorGalv is a corrosion proof coating applied to the steel parts per a Zinc-Alloy Thermo-Diffusion Coating (TDC) in accordance with ASTM A 1059/A 1059M-08. As noted, NSWC-PCD has already successfully pull tested Spencer Industries ArmorGalv coated LCAC cargo lashing to 35,000 pounds (six lashings), validating the required strength to adequately restrain USMC vehicles on the LCAC cargo deck. Spencer Industries, Inc., is the only manufacturer who currently has the expertise to manufacture LCAC cargo lashings using all component parts coated with ArmorGalv per ASTM-A1059. Anticipated award date will be on or about 30 July 2011. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City Beach, FL 32407-7018. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
