Description
THE REFERENCED RFQ IS EXPECTED TO BE ISSUED IN FBO O/A 28 JUNE 2011 AND WILL SAME SOW AS INDICATED BELOW AS WELL AS ACTUAL PICTURES OF SIMILAR FURNITURE. CONTRACTORS MAY EMAIL QUESTIONS TO THE CONTRACTING OFFICER UNTIL 20 JULY; QUOTES DUE 25 JULY 3PM EDT. STATEMENT OF WORK Title: T.S. State of Maine - Procure and Deliver Ship's Bunks & Lockers Background & Intent: It is the intent of this Statement of Work to provide and deliver 36, triple bunk units (for a total of 108 berths) and 108 lockers, (to include bases for both bunks and lockers) to be installed aboard the Training Ship "State of Maine". The "State of Maine" is owned by the U.S.D.O.T. - Maritime Administration and provided to the Maine Maritime Academy for the purpose of training young men and women for a career in the U.S. Maritime Industry. All bunks and lockers shall be delivered to the Maritime Administration Warehouse located at the FISC Cheatham Annex, Warehouse 16, B Street, Williamsburg, VA 23185 by June 1, 2012. Period of Performance: The period of performance shall be from date of award to June 1, 2012. Description: CLIN 0001 - TRIPLE BUNK UNITS: Provide 36 (thirty six) triple bunk units (comprising 108 total bunks) equal in form, fit and function to the unit pictured below except that the top bunk curtain track and the square tubing it is attached to, shall be installed as a separate component and at a different height following installation of the triple bunk: These bunks shall have the following characteristics: Dimensions: Installed Height (to include 2-1/2 inch base): 84 inches, Length: 80 inches, Width: 27.75 inches. Materials: Constructed of 16 gage mild steel except for: 1. Drawer latches and other hardware which shall be stainless steel. 2. Bunk pan which may be constructed of aluminum or of a lighter gage steel provided they meet the "Bunk Pan" requirements listed immediately below. Bunk Pan: Each bunk pan shall require not more than 20 pounds of force in order to lift it open. This can be achieved by any one of the following methods: A. Manufacturing the pan out of aluminum. B. Employing a mechanism which assists with the lifting of the pan and prevents free fall closing of the pan (similar to the mechanisms used in automobile trunks or hoods). These mechanisms shall be located in an isolated area of the stowage area such that a cadet's gear cannot interfere with their operation. C. Use of a lighter gage steel providing the bunk pan is sufficiently supported underneath and remains sufficiently rigid while opening and closing and can support a 250 pound individual laying in the bunk without deformation or distortion. Stowage Area Beneath Bunk Pan: A stowage area shall be employed beneath each bunk pan which contains not less than 9,880 cubic inch of stowage capacity (including the stowage area offered by the sliding drawer). This stowage area shall be accessed by lifting the bunk pan which shall be hinged along its back. A mechanism (such as a steel square tube) shall be hinged at one end beneath the bunk pan to permit positive holding of the bunk pan in the full open position. Sliding Drawer Beneath Bunk Pan: Each individual bunk shall have a drawer (located in the center of each bunk) for the stowage of wallets, keys, cash, etc. with a stowage capacity of not less than 144 cubic inches. The drawer shall employ ball bearing drawer slides. Locks: A stainless steel locking hasp shall be employed to permit the locking of both the bunk pan stowage area and the sliding drawer. Card Holder: A stainless steel card holder frame sized for a 3 inch x 5 inch index card shall be mounted on each bunk for the purpose of holding cadet name and station bill information. Nylon Strapping: Latch-able nylon straps with stainless steel hardware shall be employed on each bunk to help prevent the inadvertent tumbling out of a bunk by a cadet during rough seas. Color and Coating: The bunks shall have a baked on primer and powder coat finish of an off white/cream color. The specific color shall be decided on between the vendor and the COTR after award. Curtains: Washable, flame retardant sliding curtains shall be employed on each bunk to prevent any visible light from entering horizontally into the bunk. (It is understood that light entering from above the top bunk cannot be prevented). These curtains shall employ nylon glides or similar materials to ensure a smooth, one handed operation in both the open and close directions. CLIN 0002 LOCKERS : Provide 108 lockers equal in form, fit and function to one of the three lockers pictured below: These lockers shall have the following characteristics: Materials: 16 gage, all welded, mild steel (except for drawer latches and other hardware which shall be stainless steel). Dimensions: Height: 77- 11/32 inches (including 4 inch high base), Depth: 18 inches, Width: 25 inches. Color and Coating: The bunks shall have a baked on primer and powder coat finish of an off white/cream color. The specific color shall be decided on between the vendor and the COTR after award. Drawer: One storage drawer with stainless steel paddle latch and ball bearing drawer slides. Door: The locker door shall employ a full length, stainless steel hinge. The door locking mechanism shall use a three point system that secures the door at the top and bottom with openings at the handle to employ a padlock. Card Holder: A stainless steel card holder frame sized for a 3 inch x 5 inch index card shall be mounted on each bunk for the purpose of holding cadet name and station bill information. Miscellaneous: The locker shall employ a top shelf with coat rod and 2 garment hooks (one at each end). In addition, a 2 inch high rim shall form the top part of the locker to be used for the stowage of a lifejacket atop the locker. All metal edges shall have a rolled lip wherever their contact with personnel could pose a hazard. CLIN 0003 DRAWING SUBMISSION: A drawing of the bunks, lockers and bases shall be submitted with the proposed bid. These drawings shall indicate all dimensions and materials used. In addition, following award, a drawing shall be submitted by the Contractor prior to beginning construction for acceptance signatures by both the COTR and Contractor. CLIN 0004 Delivery: All furniture shall be stowed atop wooden pallets with plastic tarpaulin-like material in between the bottom of the furniture and the top of the pallet (to prevent moist air from below coming in contact with the furniture). The top and all sides of the pallets and furniture shall be shrink wrapped in plastic to prevent the intrusion of rain water and dust. Contractor shall be responsible for delivering all furniture listed in ITEMS 0001-0002 above to Maritime Administration Warehouse located at FISC Cheatham Annex, Warehouse 16, B Street, Williamsburg, VA 23185 by 1 June 2012. All unloading of furniture shall occur between the hours of 0900-1500, Monday through Friday exclusive of any federal holidays. Notfication of the delivery shall be preceded by a phone call to Mrs. Laurel Bishop, Contracting Officer, 757 322 5814 not less than 72 hours prior to the scheduled arrival date. A Government representative shall provide a forklift and driver to assist in the offloading of the delivery truck to the Marad warehouse.
