Description
RFQ N00019-11-Q-4000 The Naval Air Systems Command (NAVAIR) PMA-207 (Tactical Airlift, Adversary & Support Aircraft Program Office) intends to solicit and award a firm-fixed price contract for three Honeywell (brand name) Auxiliary Power Units (APUs) for the C-40A program. This is a combined synopsis/solicitation for commercial items authorized under FAR Subpart 13.5 and prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number N00019-11-Q-4000 is issued as a request for quote (RFQ). All interested offerors are responsible to monitor the solicitation for any possible amendments and changes. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-50, effective 06 May 2011. The applicable North American Industry Classification System (NAICS) code is 336413, Other Aircraft Part and Auxiliary Equipment Manufacturing, with a size standard of 1,000 employees. This RFQ is FOB Destination with delivery and acceptance at Fleet Logistics Support Squadron 59 located in Forth Worth, TX. The delivery date is September 30, 2011. To be eligible for contract award, a contractor must be registered with the Central Contractor Registration (CCR) database. For instructions on registering with the CCR, please see the CCR web site at http://www.ccr.gov. All offerors are required to submit a completed copy of the Federal Acquisition Regulations (FAR) Provision 52.212-3, Offeror Representations and Certifications - Commercial Item, with the offer. All payments are to be paid through the Wide Area Work Flow (WAWF). WAWF registration instructions, on-line training, user guides, quick reference guides, and on-line support documents and information can be found at the following websites: www.wawf.mil and www.wawf.ed.mil. Payment information may be accessed through the DFAS website at: www.dfas.mil. The Government intends to award one contract line item number (CLIN) as follows: CLIN 0001 Honeywell Auxiliary Power Units Qty: 3 U/I: EA tiny_mce_marker_______________ Part Number: 3800702-1 (Exact Match Only) In accordance with FAR 13.106-1(a) (2), the Government will award to the responsible offeror whose offer conforms to the combined synopsis/solicitation and is the lowest priced, technically acceptable offer. Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the Combined Synopsis/Solicitation, offers the lowest evaluated price. Quotes shall include: Solicitation Number; Name; Address; Telephone Number; Warranty Terms; Unit Price; Discount Terms; F.O.B. Destination; Commercial and Governmental Entity Code (CAGE); Dun & Bradstreet (DUNS) number; Tax ID Number; and acknowledgement of all solicitation amendments. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation, may be excluded from consideration. This request does not commit the Government to pay any costs incurred, including the preparation of submission of Contractor's quotes, or to procure or contract for the supplies or services. Therefore, Contractors are not authorized to commence any effort as a result of this request until confirmed by issuance of written correspondence, via letter or purchase order, as authorized by the Contracting Officer. Quotes are due on or before 12:00pm EST on Friday, 01 July 2011. Quotes must be submitted via email to James.M.Smith@navy.mil or cindi.hodskins@navy.mil. Quotes received after this 01 July 2011 deadline, or via any means other than email, will not be evaluated. All questions/clarifications in reference to this RFQ must be submitted via email to the Contracts Specialist, Cindi Hodskins, at cindi.hodskins@navy.mil, no later than 12:00pm EST Monday, 27 June 2011. Only electronic submissions of questions/clarifications will be accepted. Questions/clarifications will be addressed in an amendment to the solicitation. Any questions/clarifications submitted after 12:00pm EST on Monday, 27 June 2011, or via any means other than what is specified above, will not be answered.
