- Justification for Other than Full and Open Competition NOAA's Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under the authority of 41 USC 253(c)(1) - Only one responsible source, with Vaisala, Inc., for the purchase of hardware components for ¼ scale 499 MHz Wind Profiler Radar to expand its profiler network by four systems. The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) Earth System Research laboratory (ESRL) Physical Sciences Division's (PSD) requirement to deploy and maintain four quarter scale 449 MHz wind profilers in California, two in FY 2011 and two in FY 2012. PSD operates a network of wind profilers and precipitation radars for meteorological research. This network consists of eleven quarter scale 449 MHz wind profilers, twelve 915 MHz wind profilers, and five S-band precipitation radars. PSD operates a network of wind profilers and precipitation radars for meteorological research. All of these profilers run Lap-XM software from Vaisala, Inc. The large volume of data that PSD collects is processed and archived using an existing suite of software. The four additional profilers must also run Lap-XM software to be compatible with the existing processing and archiving software. PSD requires the components necessary to expand its profiler network by four systems. These components that are required will be integrated with other components to construct the radars. PSD requires five radar processors, five MII units, five power supplies, five TR units, and five indoor cable sets. Four each of these components will be used to construct the four radars; the fifth unit will be used as spares. In addition, four sets of antenna sticks, four sets of antenna standoffs, four Uninterruptable Power Supplies (UPS) and Four Radio Acoustic Sounding Systems (RASS) are required. This Notice of Intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
