Description
This is a combined synopsis/solicitation/Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI11093 and the solicitation is being issued as Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52 dated May 31, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. All responsible sources may submit an offer that will be considered by this agency. The North American Industry Classification System Code (NAICS) for this acquisition is 541990 and the small business size standard is $7.0. The National Institute of Allergy and Infectious Diseases intends to procure services from the Liverpool School of Tropical Medicine to design and implement a SNP genotyping array, allowing populations of mosquitoes to be characterized for population structure and origins. The contractor will (1) Perform whole-genome amplification on 488 samples provided to the Contractor by NIAID; (2) Design and obtain primers which will be used to analyze 1,536 SNP loci; (3) Once whole-genome amplification is complete, samples will then be analyzed using the above described primers for 1,536 SNPs; (4) Provide all genotyping data to NIAID in digital format. (5) Assist with data analysis once the genotyping is complete. Evaluation criteria: 1) Technical capability, 2) Price and 3) Delivery. This is a fixed-price contract and the FOB term is Origin and Payment - Net 30 days. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 3:00 P.M.
