Description

This procurement is for an A/E IDIQ (Indefinite-Delivery, Indefinite-Quantity) Contract to provide professional A/E services to prepare construction drawings and specifications, construction estimates, and provide construction period services. This project will engage an architectural/engineering firm to provide architectural services to include for the development of design documents (drawings and specifications, etc.) for various design projects for the Birmingham VA Medical Center located at 700 S 19th Street. This IDIQ contract will be a 4 year contract; 1 base year, with 3 option years. The estimated ceiling for this IDIQ contract will be $4,000,000.00. The maximum ordering limit per year will be $1,000,000.00 with no individual task order exceeding $500,000.00. The guaranteed minimum task order value will be $1,000.00. Once tasks orders have been placed totaling $1,000.00, the minimum award guarantee will be satisfied for the contract in its entirety, including option years. This will be a 100% set aside for SDVOSB firms only. The firms will need to be CVE verified when they submit their SF330's. Any firm not CVE verified when they submit their SF330, will not be evaluated and not considered for award. Please submit your current CVE verification letter with your SF330 package. Eligible firms shall have a branch office located within a 200 mile radius of Birmingham, Alabama. The North American Industry Classification System (NAICS) Code is 541310, Architectural Services. The small business size standard is $4.5 million in annual gross revenues averaged over the past three years. Interested firms must submit SF 330 with appropriate documentation to Wanda Goolsby, Contracting Officer, by e-mail at wanda.goolsby.@va.gov by 4:30 p.m. Central Time on August 1, 2011. Forms are available on the internet at: http://www.gsa.gov/portal/forms/type/SF The A/E selection criteria shall include the following elements (I) through (XI): (I)Team proposed for this project (Background of the personnel: Project Manager, Key personnel, Consultants); (II)Proposed management plan (Team Organization, Design Phase and Construction Phase); (III)Previous experience (Project Experience) (IV)Location and facilities of working offices (Prime Firms and Consultants); (V) Proposed design approach for the project (proposed design philosophy and anticipated problems and potential solutions); (VI)Project Control (techniques planned to control the schedule and costs and personnel responsible for schedule and cost control; (VII)Estimating Effectiveness (Ten most recently bid projects); (VIII)Sustainable Design (Team design philosophy and method of implementing; (IX)Miscellaneous Experience and Capabilities; (Interior Design, CADD & other computer applications, value engineering and life cycle cost analyses, environmental and historic preservation considerations, energy conservation and new energy resources, CPM and fast track construction; (X)Awards (Awards received for design excellence); (XI)Insurance and Litigation (Type and amount of liability insurance carried, litigation involvement over the last 5 years and its outcome). This is not a request for proposals. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This procurement is restricted to service-disabled, veteran-owned small businesses.
