Description

RFQ YAQUINA VELOCITY METER BASIC SOLICITATION The U.S. Army Corps of Engineers, Philadelphia District, is soliciting offers under Request for Quote (RFQ) W912BU-11-T-0041 to acquire two new dredging production velocity and density meters for the U.S. Army Corps of Engineers, Portland District's dredge YAQUINA. The RFQ also requires that the offeror take ownership of the existing density meters and properly dispose of the meters' nuclear sources. The Dredge YAQUINA is a Trailing Suction Hopper Dredge 193 feet long with a 58 feet beam. The acquisition will be solicited using the procurement process prescribed in Parts 12 and 13 of the Federal Acquisition Regulations. The Government intends to award a contract without discussion, resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation represents the best value after evaluation in accordance with the factors and subfactors in the solicitation. Therefore, the quoter's initial offer should contain the quoter's best terms from a technical and price standpoint. [The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.] Quotes will be will be evaluated against the following factors and subfactors (both listed in descending order of importance) to determine rating: Factor 1 Technical Capability, Subfactors: Product, Schedule, and Past Experience; Factor 2 Past Performance, and Factor 3 Price. [Note: Evaluation credit will be given for technical solutions exceeding any mandatory minimums.] When combined Technical and Past Performance, are more important than price. However, price will remain a significant factor. Solicitation Number W912BU-11-T-0041 will be available on or about 13 June 2011. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the issue date. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the quoter's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Quoters are responsible for printing copies of the RFQ and any amendments. Quotes will be due on, or about, 07 July 2011. The NAICS code is 334519 Other Measuring and Controlling Device Manufacturing (SIC 3829) and the size standard is 500 employees. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300.
