Description
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501) with Compumedics, 6605 W WT Harris Blvd., Suite F, Charlotte, NC 28269, as the only responsible source that can provide four (4) electroencephalograph (EEG) systems. The electroencephalographs (EEGs) shall record the variations of the electrical potential caused by the electrical activity of the brain by detection at the patient's scalp. They shall be used to study a variety of neurological conditions, to evaluate psychiatric disorders, and to assist in localizing tumors or lesions on or near the surface of the brain. Each system shall have the following capabilities: EEG monitoring/testing, sleep studies, synchronous video/data recording, real-time access to studies currently being recorded (simultaneous recording/replay/page back), heart rate display, brain mapping, spectral analysis, linkable to Microsoft Office products for reporting, sampling rate of 0-512 Hz, and 32 configurable channels. Each EEG shall include the following items: cart, acquisition software, remote monitoring software, mounting kits, event button, computer, monitor, keyboard, mouse, training, basket for cart, wireless LAN access point, adapters, strobe/arm, client license, box IP camera, power supply, and IR light with mounting bracket. The requirement shall also include a physician review workstation with computer system/monitor and mobile desk. The electrical requirements for this system are 110 VAC and 60 Hz. The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements. Based on the above information, the only technically acceptable system is provided by Compumedics USA, Inc. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 100 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
