- Software Upgrades for Battlefield Operations Support System (BOSS) Performance Work Statement (PWS) Notice of Intent to Sole Source (For Information Only): This Notice of Intent is issued for informational and planning purposes only. This is not a Request for a Quote (RFQ) or Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Air Combat Command Acquisition and Management Integration Center, (ACC AMIC), Langley AFB VA, is conducting market research to locate potential sources. The market research that has been conducted to date has produced only one source that can provide the required software upgrade. The information requested by this Notice of Intent will be used within the Air Force to facilitate decision making and will not be disclosed outside of the government. The (ACC AMIC), Langley AFB, VA, is seeking information concerning the availability of authorized vendors or distributors of Battlefield Operations Support System (BOSS) software. This software is developed solely by Tactical Communications Group, LLC (TCG) (Two Highwood Drive, Building Two, Suite 200, Tewksbury, MA 01876) and they are the only known distributor. It is the Government's intent to award this requirement for a BOSS software upgrade on a sole source basis to TCG due to it's unique capability and proprietary nature. BOSS is used extensively in virtually all Air Force and Joint Interoperability Certification Testing performed by the ACC CSS/SCXT, since every system employs Link-16 and JREAP-C. The BOSS is an integral component of the Tactical Data Link (TDL) Interoperability Testing capability mission. The required delivery is within 9 months after receipt of award. For the purposes of the Notice of Intent, the North American Industry Classification System (NAICS) Code is 541512 - Computer Systems Design Services. If your firm is capable of providing the requirements described in this Notice of Intent, please provide a Capability Statement to Mr. Ryan Bradley, ryan.bradley@langley.af.mil NLT 5 July 2011 @1530 (EST). The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar efforts to meet the program objectives. In addition, the following information is requested: (1) Company cage Code, DUNS, name, address, point of contact, telephone number and email address; (2) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.); (3) Please indicate which NAICS code(s) your company usually performs under Government contracts The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available.
