- Invitation for Bid # N40085-11-B-2122 is being issued as a 100% Small Business Set-Aside. This work effort is being solicited for Small Business ™ only. The Naval Facilities Engineering Command, Mid-Atlantic is seeking all eligible small business firms capable of performing work that includes the renovation of the exterior grounds of Philadelphia Naval Business Center at Building #643/567 Compound, Philadelphia, PA. Estimated contract value: Between $500,000 and $1,000,000. Description of Work: The contractor shall provide all the necessary labor, transportation, equipment, materials, supplies, supervision, Quality Control and clean-up for the performance of renovation of the exterior grounds of Philadelphia Naval Business Center at Building #643/567 Compound, Philadelphia, PA. The work includes the milling and/or removal of existing asphalt or concrete paving within the compound area and installation of new asphalt overlay or full-depth pavement where needed as shown on the drawings. Storm drainage improvements include the retrofitting of existing storm drain structures with new piping and adjustment of inlet grates or tops as needed, and incidental related work. The North American Industry Classification System (NAICS) is 237310. The Small Business Size Standard is $33.5. This procurement will be obtained utilizing Sealed Bidding procedures (Invitation For Bid (IFB). The resultant contract will be a Firm Fixed Price Construction type contract. This contract will contain a Davis Bacon Wage Decision that shall be in effect for the entire contract length. This work effort is being solicited for Small Business ™ only. The contract length is 105 days after date of award. The solicitation (specification) will be limited to the electronic medium. The specification WILL NOT be provided in a paper hard copy format or CD_ROM. The address for downloading this solicitation from the Internet is http://esol.navfac.navy.mil. Registration and downloading from the Internet is free of charge; however, some specifications may take a considerable amount of time to download. All prospective bidders are required to register on the Naval Facilities Engineering Command ESOL website for this procurement when specifications become available. To do so, you must first create an account. You may view the site without an account, BUT you will not be able to register for a solicitation unless you have an account. Once registered, when the Invitation For Bid (IFB) package becomes available, you will receive an e-mail informing you that the IFB package is available for downloading. An official plan holder lists will be maintained on and can be printed from the website. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. The solicitation will be available on or about 30 June 2011. Notification of any changes to the IFB (Amendments) shall be made only on the internet. Therefore it is the contractor ™s responsibility to check the Internet site daily for any posted changes to the solicitation. In addition, all contractors are required to register in the Department of Defense (DoD) Central Contractor Registration (CCR) Database. Failure to register in the CCR makes a bidder ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov by referring to DFARS Subpart 204.703. NOTE: Bidders should submit verification of their firm ™s registration in the CCR database with their bid.
