Description
The National Cancer Institute (NCI), Health Communication and Informatics Research Branch (HCIRB), plans to procure on a sole source basis services from The University of Pittsburgh, 123 University Place, Pittsburgh, PA 15213-2303, for promoting measure standardization and data harmonization in cancer prevention and control. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 611310 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Health Communication and Informatics Research Branch (HCIRB) intends to promote measure standardization and data harmonization by engaging the extramural community in some of its key initiatives; specifically, HINTS, HINTS-GEM, and GEM. To this end, the branch has prioritized four tasks/products related to HINTS, HINTS-GEM, and GEM activities. HCIRB seeks to promote measure standardization and data harmonization through use of GEM; to encourage local data collections through use of the HINTS 4 instruments; use the results of GEM and HINTS-GEM activities to strategically plan national communication about cancer prevention and control; and disseminate the results of these efforts to the extramural research community. The University of Pittsburgh (Pitt) possesses specific expertise in measure standardization and data harmonization. Pitt has been a Patient-Reported Outcomes Measurement Information System (PROMIS) research site since 2004, and the NIH PROMIS initiative is closely tied to the Grid-Enabled Measures (GEM) portal. The Pitt Center for Clinical and Translational Informatics is currently developing translational research informatics tools for the NCI Cancer Biomedical Informatics Grid Initiative (caBIG), one of NCI's first major data harmonization initiatives. Pitt's expertise in measure standardization and data harmonization is not readily available within the research community. Additionally, Pitt is uniquely positioned to carry out the tasks of this project. Pitt personnel have worked on the redesign of the HINTS website; conducted multiple HINTS analyses that resulted in several peer-reviewed manuscripts and conference presentations at national and international conferences; worked closely with HINTS leadership to develop content and a sampling plan for the most recent iteration of HINTS (HINTS 2007); and assisted in several HINTS dissemination activities. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on July 1, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
