Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Cincinnati Children's Hospital Medical Center, to procure interviewing, data processing and administrative support for a Clinical Project "Type 2 Diabetes and Social Networks". The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's largest medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The Social Network Methods Section (SNMS) of the Social and Behavioral Research Branch of the National Human Genome Research Institute (NHGRI) is dedicated to examining the role of social relationships on health outcomes through the development and testing of social network-based health interventions, particularly in the context of families with inherited diseases. Contracting with Cincinnati Children's Hospital Medical Center to complete these tasks is necessary since the sample for this project is based in the community settings in Cincinnati, OH. Cincinnati Children's Hospital Medical Center will work with the Department of Family Medicine at the University of Cincinnati to recruit study participants. The collaborators in the Department of Family Medicine have previously recruited patients with type 2 diabetes (T2D) to participate in a T2D pharmacogenomics study. The current study will expand upon the Section's research involving common disease risk among Mexican American families, and families affected by Lynch Syndrome. In order to more fully develop the SNMS research portfolio and address critical gaps in medical and public health research, contracting with Cincinnati Children's Hospital Medical Center will be integral. The Contractor will collect social network data for the research project entitled "Type 2 diabetes and social networks." The current project aims to 1) evaluate social network systems related to dissemination of T2D within families at risk of T2D based on family health history (FHH), and 2) examine family members' perceptions of the importance of sharing FHH risk information with one another and factors influencing with whom they share information. Because of this contractor's familiarity with NHGRI and the study, it would be detriment and costly to have any other source receive this contract. The period of performance is for 12 months. The Contractor will provide the following support on the project: • Administer the assessment surveys to study participants (online and telephone interviews); • Recruitment of the participants; • Serve as a point contact for participants throughout the project; and • Enter data into electronic database and conduct quality control. Industry Classification (NAICS) Code is 622110, General Medical and Surgical Hospitals with size standard in dollars $34.5M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-52 (May 31, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by June 22, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
