- The United States Coast Guard Surface Forces Logistics Center intends to issue a Commercial Request for Quotation (RFQ) for the dockside repairs to USCGC TARPON (WPB-87310). The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. In accordance with FAR 52.232-18, the contract will be subject to the availability of appropriated funds. This procurement will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside. All responsible SDVOSB concerns may submit an offer, which shall be considered by the U.S. Coast Guard. The small business size standard for NAICS 336611 is less than 1,000 employees. The solicitation will be issued electronically as a Best Value Request for Quotation (RFQ) on the Federal Business Opportunities (FedBizOpps) web page at http://www.fbo.gov on or about June 24, 2011 with quotes due on or about July 22, 2011. This commercial item requirement is set-aside for small business concerns and will be evaluated where as Past Performance is more important than Price. The vessel has a Geographical restriction of 576 Nautical miles, 1,152 R/T from its homeport, Fort Pulasky National Highway, HWY 80, Tybee Island, 31328. The Period of performance is seventy-five (75) calendar days from on or about 05 October 2011 thru 19 December 2011. The contractor shall provide all labor, material and equipment necessary for dockside repairs to the USCGC TARPON (WPB-87310). The scope of work is for the drydocking, overhauling, renewing and repairing of various items aboard the USCGC TARPON (WPB-87310). This work will include, but is not limited to: 1. Perform Ultrasonic Thickness Measurements 2. Modify Forepeak 3. Clean and Inspect Dirty Oil Tank 4. Clean and Inspect Oily Water Tank 5. Clean and Inspect Tanks (MP Fuel Service) 6. Clean and Inspect Grey Water Holding Tank 7. Clean and Inspect Sewage Holding Tank 8. Clean and Flush Grey Water Piping System 9. Clean and Flush Sewage Piping System 10. Inspect, Preserve, and Renew Electrical Matting Pilothouse Deck (Aluminum) 11. Renew Capastic Fairing Depth Sounder 12. Inspect RHIB Notch Skid Pads 13. Renew RHIB Notch Skid Pad Studs 14. Remove, Inspect, and Reinstall Propulsion Shafts 15. Repair Shaft 16. Straighten Shaft 17. Renew Intermediate Water-Lubricated Shaft Bearing 18. Renew Aft-Water Lubricated Shaft Bearing 19. Renew Intermediate Bearing Carrier 20. Renew Aft Bearing Carrier 21. Remove, Inspect, and Reinstall Propellers 22. Perform Minor Repair and Recondition Of Propeller 23. Laydays All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. The CD-ROM is available free of charge to contractors upon request not later than four (4) days from the solicitation issuance.
