Description

The Federal Aviation Administration (FAA) has a requirement for production of FAA-designed Transmitter Sustainment and Monitoring circuit card assemblies (CCA) for the Terminal Doppler Weather Radar (TDWR). The current CCAs were developed over 20 years ago and are approaching the end of their economical usefulness with obsolescence factors inflating repair costs. Therefore, the FAA conducted a sustainment initiative to develop a contemporary replacement to the existing CCAs using modern electronics capabilities and components. The requirement is for a Firm-Fixed-Price type contract. First article testing will be conducted. It is anticipated that three (3) First Article units will be required, with a total of 150 units to be manufactured. The Transmitter Sustainment and Monitoring CCAs will be built in accordance with the FAA's (Draft) Statement of Work (attached) and drawing package. Interested vendors should submit a request for the drawing package, to the Contracting Officer, Connie Houpt, at Connie.M.Houpt@faa.gov by 10:00 a.m. CST, Friday, June 24, 2011. The request must reference "Market Survey, PR No. AC-11-05712", and contain an e-mail address as well as the name and phone number of a point-of-contact. Vendors must have Circuit Card Design software to open drawing documents, as they are only provided in.pho,.drl and.lst format. This market survey is being issued to request information that will enable the FAA to make a screening decision to determine qualified firms that have the ability to provide these products. The FAA reserves the right to add other sources which meet the criteria and have performed satisfactorily on previous procurements. Qualified manufacturers must be capable of performing "5 mil Space/Trace" for circuit board manufacturing. The NAICS code applicable to this requirement is 334412- Printed circuit boards, bare, manufacturing. The business size standard for this NAICS is 500 employees. CAPABILITY STATEMENT: All vendors responding to this market survey must provide a Capability Statement that addresses the following (in order):a. Type of products provided by your firm, may include specification sheets and brochures.b. Description of previous contracts for products that are similar in scope. Provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, contract dates, contract value, customer point of contact, and description of work performed.c. Demonstrate experience/capability for the requirements set forth in the attached (Draft) Statement of Work (SOW). Vendors must verify that they are capable of performing "5 mil Space/Trace" for circuit board manufacturing.
