Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. I. INTRODUCTION. A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ) number is: TARDEV07911 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51 Effective 01 Apr 2011. D.The North American Industrial Code System (NAICS) code applicable to this acquisition is 333319 with a size standard of 500 for small business applications. E.Basis for award - The proposed contract action is for supplies for which the Government intends to solicit and negotiate solely with Mechanical Equipment, Inc., 12505 Reed Road, Sugarland, TX 77478. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. II.GENERAL. A.The United States Army TACOM LCMC in Warren, Michigan has a requirement for the following; 1.The contractor shall provide Full design of the system to be reviewed and approved by TARDEC before fabrication commences. 2.The contractor shall provide one (1) Automated Lightweight Water Purifier that includes high and low pressure membrane filtration, injection ports to add chemicals for treatment such as coagulants, injection pumps to add simulants for validating contaminant removal, inline process and control monitoring, touch screen interface, powered by 480v/3ph/60hz and 120V/1ph/60Hz supply, booster pump sufficient for backwashing and feeding the RO pump, and ports for evaluating in line prototype monitoring equipment. The automated LWP will be able to be self sustained and run 24 hours / 7 days a week unattended. The contractor shall also provide limited training for two people to operate equipment. The contractor shall also provide a one (1) year warranty for parts and labor. 3.Test stand and related parts shall be delivered to: DETROIT ARSENAL Central Receiving Dock, Building 249 6501 E. 11 Mile Road Warren, MI 48937-5000 ATTN: Jeremy Walker B.
