- SOW-IDIQ Gas Alarms_Draft 6-16-2011 RFQ-OH-11-NVFEL Sources Sought Synopsis: THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Environment Protection Agency (EPA) is performing market research to aid in the development of its acquisition approach. The EPA has a need for a contractor to provide Indefinite Delivery/Indefinite Quantity Contract for Installation of Gas & Aerosol Detection Systems at the U.S. EPA National Vehicle and Fuel Emissions Laboratory Ann Arbor, Michigan. Specific areas to be addressed in capability packages submitted by respondents are as described in the DRAFT Statement of Work (SOW) Attached. To be considered a potential source, a firm must demonstrate they have the necessary labor mix and capacity, materials, equipment and facilities to support the effort as described in the SOW. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm's ability to perform the work as described in the SOW attached. It is anticipated that the contract will be an Indefinite Delivery/Indefinite Quantity Contract with Firm-Fixed Price (FFP) and Time and Materials (T&M) Task Orders. The estimated period of performance is seven years beginning approximately in August 2011. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. The EPA reserves the right to set these actions aside for small businesses. ANY INTERESTED FIRM should submit a capability statement (in accordance with the attached SOW) which should provide their size status (i.e. large, small) in accordance with NAICS code 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a size standard of 500 employees and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern.
