Description
Naval Facilities Engineering Command Northwest, Whidbey Island, WA is interested in sources to provide retractable hook cable support arresting gear system with a means to store the arresting gear hook cable below the surface of the runway when aircraft arrestments are not anticipated. It must also lift the hook cable into position (two to three inches above the runway surface) when aircraft arrestments are anticipated. The primary systems supplied with the hook cable support system are:. A mechanical system to raise and hold the hook cable above the runway surface.. A secondary mechanical system to absorb the shock of an aircraft rolling over the cable support block.. A lowering system to lower the hook cable below the runway surface to prevent incidental aircraft or runway damage when the arresting system is not being used.. An electrical system to operate, monitor and troubleshoot the hook cable support system.. A heater system to permit cold weather operation. The system needs to be designed so that the mechanical system holds the hook cable in the up position, and the lowering system overcomes the mechanical system to lower the hook cable. Due to this design, if electrical power is lost or if the lowering system fails, the hook cable will return to the up position and an arrestment can be performed. The retractable hook cable support system needs to have been tested and approved by an agency of the US DoD. This Notice of Intent is not a request for Expressions of Interest (EOIs), competitive proposals or proposals. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and must furnish detailed data concerning their capabilities to provide the product sought including pricing data and technical data sufficient to determine that a comparable source to the Government is available. The Government will be the sole determiner regarding an Offeror ™s ability to meet the requirement. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether a comparable product is available and whether the requirement should be competed. All responses or questions must be in writing via email (no telephone inquires will be accepted), send all responses/or questions to David Riley Wilson, at david.r.wilson@navy.mil. All responsible sources will be considered. The Government will consider all submissions received prior to 14 days after date of publication of this synopsis. END OF NOTICE
