Description
Introduction: The USDA Fores Service intends to negotiate a contract for Centralized Image Segmentation Sofware Acquisition and Associated Maintenance. The Image Segmentation is an automated process for delineating land cover as seen on imagery into manageable units which can then be used for analysis by land resource managers. Image segmentation entails dividing digital imagery into cohesive units or regions based on both spectral and contextual spatial information. Traditionally, the process of delineating land cover into manageable units has been accomplished through the use of aerial photography which was photo interpreted, and then hand digitized into a digital format suitable for a Geographic Information System (GIS). Image segmentation has replaced this process as a cost effective solution to an important information need in the US Department of Agriculture, Forest Service (USFS). Background and Objectives: The current primary software application used in the USFS for image segmentation is very effective, but the cost prohibits many who want to use it from acquiring the software. Centralizing services will allow greater access. There are dozens of image segmentation software programs that may produce image segments comparable to image segments generated with the current image segmentation software. The intent of the competitive solicitation described is to acquire enterprise level image segmentation software for USFS users. The scope of this contract will include purchase of the image segmentation software application licenses and off-site maintenance consisting of: Access to new versions of software Upgrade support and assistance Certifications for the latest IT environments Issue escalation and management of urgent priority ases Remote problem diagnosis and fixing License management, bug tracking and fixing, Software patches and distribution, and maintenance releases. Services/Functionality Required: The USFS will purchase a minimum of 10 licenses of image segmentation software from the chosen vendor. All product submissions must: Provide a minimum of 8 hours of support. Support requirements include: oInstallation Assistance Training Be compatible with Windows XP and Windows 7. Software Maintenance: The vendor will provide software support consisting of the following: Provide assistance with installation and use problems that RSAC personnel are unable solve. The software provider will be required to solve all functionality issues. Provide the USFS with all enhancements, upgrades, and other updates associated with the software in accordance with the period of performance specified in the contract. Provide yearly maintenance agreement in the form of technical support for the products. The maintenance agreement will be paid on a yearly basis with an option extension to renew for a total of 5 years, including the basic year. This Notice of Intent is not a request for proposals.
