B-52 Brake House PWS B-52 MAGNESIUM BRAKE HOUSING RESIN IMPREGNATION Sources Sought Synopsis THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of potential small business sources to provide services as required for perform a chromate coating application and resin impregnation of Air Force supplied magnesium B-52 brake housings. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Center Contracting Directorate (OO-ALC/PK), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in July 2011 timeframe for the acquisition of services to perform a chromate coating application and resin impregnation of Air Force supplied magnesium B-52 brake housings. The work will be performed at the contractor's facility in support of the 309th Commodities Maintenance Group (309 CMXG) at Hill AFB, Utah. The chromate coating is applied as a paint base and for corrosion protection. The resin impregnation is applied to prevent hydraulic fluid leakage through the porosity in the magnesium casting. The estimated contract period including all options is 1 September 2011 through 31 August 2016. A draft Performance-Based Work Statement is attached. The NAICS code for this requirement is 332812. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). The Government requests interested parties to submit a brief statement of current capability to perform these services and a letter of interest. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; and (3) information about your company and why you think you can perform this service including descriptions of one or more programs where you have provided this type of service or similar. Please limit your submissions to ten pages. In order to be considered in this market survey, please reply by close of business Thursday, 1 July 2011. AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Ms. Sharon Porter, by email at sharon.porter@hill.af.mil or 801-777-6549. (d) The ombudsman has no authority to render a decision that binds the agency.
