- This publication serves as notice of intent to procure supplies (under $25,000) for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), NOAA Diving Program/MOPX4 on a sole source basis from Desert Star Systems, LLC. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide life-saving, low pressure alarm systems for NOAA Divers to be alerted to low air. The technical requirements for these safety-related units are very specific (DSS Air Pressure Alert System includes both an alert transmitter and an alert receiver), and are in direct response to NOAA's specifications through the SBIR-Small Business Innovation Research Program. No such units were available commercially prior to the development of these sensors and no other known vendor can provide these goods to the required specification. The government intends to negotiate a firm-fixed price contract with a delivery date of September 30, 2011. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
