Description
National Finance Center Request for Information Mail Processing Services USDA is seeking information concerning contractors that demonstrate compatibility with USPS Intelligent Mail barcode (IMb) requirements and corporate ability to provide high volume print and mail services. The Contractor shall utilize government provided Elixir templates and DJDE data streams as input to their mail process. The contractor shall perform address hygiene/standardization and pre-mailing Move Update procedures with resulting information used to correctly build the IM compliant barcode which will be applied to each communication. The Contractor must establish a secure site for NFC to proof outgoing communications and have a clearly established procedure for validation of documents. The Contractor shall process/finish mail by sorting, folding communications, inserting into envelopes, applying postage and arranging pickup or delivery of mail to USPS. The contractor must ensure processed mail enters the mail stream within the time sensitive window provided in section 8.1 Mail Deliverables. The contractor shall facilitate occasional oversight by representatives of the government. The mission of National Finance Center (NFC) is to provide reliable, cost-effective, employee-centric, systems and services to Federal organizations, thus allowing its customers to focus on serving this great Nation through their mission delivery. NFC provides administrative and financial support, including Human Resources (HR) and payroll/personnel processing systems and services, to over 170 Federal and quasi-Federal departments, agencies, boards, and commissions from all three branches of Government. In the process of providing those services, NFC generates multiple types of payroll and HR related documents that are printed and mailed to over 600,000 federal customers. The volume of mail processed fluctuates based on the production schedule at certain times of the year. Many of the high-volume products are processed on an annual basis with the remaining portion processed on a daily, bi-weekly or monthly basis. Most of these mailings are time-sensitive and contain multiple pages which often requires special handling e.g., inserts, folding, envelope stuffing, and/or perforations. In FY 2010, NFC processed approximately 4 million pieces of mail however a recent shift to electronic delivery has provided a significant reduction in the volume of outgoing mail and leads NFC to reevaluate its mail operations. Further influencing NFC's desire to outsource is USPS regulatory changes requiring Intelligent Mail (IM) compliance for bulk mail discounts. By outsourcing mail, NFC anticipates savings in mail related expenditures, more efficient mail services and a reduction in the amount of undeliverable mail. Historically, NFC's mail volumes are based on the numbers of federal customers serviced through its HR and Payroll systems. The actual number of customers varies throughout the year, as new business is introduced and some services are terminated. Taking into account the paperless delivery trend and NFC's scheduled business for FY11 and FY12, NFC estimates approximately 2.5 million and 2 million pieces for FY11/FY12 respectively. NFC system applications are the source for generation of customer communications. The communications, stored in a temporary file, are processed through in-house COBOL programs which format the data creating Xerox DJDE output. At output, DJDE print streams are sent to XPAF (allows printing from IBM mainframe to Xerox printer) for merging with NFC forms created using Elixir Design Pro Tools. Printing is accomplished on duplex capable Xerox printers with 30,000 pages per hour capacity. The black and white prints are produced on standard white 81/2 x 11, 20 lb blank forms. A small subset of customer communications is printed on 24 lb perforated paper. The mail inserting process is set to accommodate first class letter sized mail and can also accomplish folds for booklets. The majority of mail is inserted into a #10 envelope, sorted and labeled by tray and sent with a permit indicia.
