- Description
- The Centers for Disease Control and Prevention (CDC), headquartered in Atlanta, GA, contemplates awarding a Firm-Fixed Price contract in order to provide technical assistance in coordinating, and implementing, steps in order to strengthen seatbelt policies in 6 states. The contractor shall identify 6 states that meet the following criteria: 1) identified leaders in the area of seat belt policy change, 2) secondary enforcement seat belt policy, and 3) an assessment of the state's readiness to begin policy change activities that indicates the time is right for policy change efforts. Within each state, the contractor shall identify a core work group of state health officials, traffic safety experts, and other stakeholders. Based on the recommendations of the core work group, steps shall be taken to facilitate on the building upon of existing or new coalitions. The contractor shall also facilitate in the implementation of a plan, and provide technical assistance, for improving seat belt policies. As part of the technical assistance to be provided, the contractor shall analyze existing national and state seat belt use and safety data to describe the impact of secondary seat belt policy in the identified state. Such data shall be analyzed and provided to the CDC. Based on feedback from state stakeholders, the action plans and implementation strategies will be further refined. At the completion of this contract, the contractor shall produce a final report identifying consistencies and differences in action plans and implementation strategies. The contractor shall include the facilitators/incentives and barriers in each state and discuss how the coalition and core work group were able to use these to improve seat belt policy in their state. The period of performance will consist of a base year of 12 months with two, one-year options. This procurement is open to full and open competition. Also, beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors will be required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation.
