Description
The Bureau of Reclamation, Lower Colorado Region, has a requirement for design, manufacturing, and delivery of one vertical shaft Francis wide head range turbine runner. The work is located at Hoover Dam and Powerplant, approximately 8 miles northeast of Boulder City, Nevada and 32 miles from Las Vegas, Nevada in Clark County, Nevada and Mohave County, Arizona. The principal components of work to be performed under the specifications/statement of work (SOW) include: (1) Computational fluid dynamics (CFD), including design of the new turbine runner and wicket gates, and analysis of a modification of stay vanes by machining. A determination of benefits, if any, which would result if stay vanes were optimized by machining shall be included in the CFD. (2) Physical model testing, including verification and optimization of new turbine runner/wicket gate efficiency and capacity as well as rough zone and cavitation avoidance. (3) Manufacturing and delivery of one turbine runner, including associated runner cone, and bolting hardware for the runner and cone; with associated parts for Hoover Unit A8. (4) Manufacturing and delivery of one set of 20 wicket gates and 1 spare wicket gate for Hoover Unit A8. (5) Providing an engineer to witness Government performance testing to determine if the newly installed turbine runner meets guaranteed peak efficiency and guaranteed full gate power. The turbine runner for Unit A8 will be designed to rotate counter-clockwise, when viewed from above. A Draft SOW WILL NOT be made available as previously announced in the Sources Sought notice. The Government anticipates making award without discussions and will not seek clarifications or hold discussions. The award decision may be based on the offeror's initial proposal. This acquisition, when announced, will be conducted under The North American Industry Classification System (NAICS) Code 333611. The small business size standard for NAICS Code 333611 is 1,000 employees. The solicitation is unrestricted. It is anticipated that the solicitation, in the form of a Request for Proposal (RFP), will be issued on or about July 22, 2011. Responses are due 56 days after issuance. All dates in this announcement are subject to change. Award will be made using best value, source selection procedures incorporating trade-offs between price-related and non-price related factors. The Government intends to award a fixed price contract. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. No documents will be made available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
