Description

THIS IS A PRE-SOLICITATION NOTICE. NO RESPONSES ARE NECESSARY. CONTRACT INFORMATION: This construction contract will be procured through a design-bid-build request for proposal (RFP) process with full and open competition. This project is for the construction of a conference center and dormitories at the CBP Advanced Training Center, Harpers Ferry, West Virginia. The RFP is anticipated to be issued on or about 1 July 2011, and offers will be due on or about 1 August 2011. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value evaluation criteria with the following evaluation factors: Specialized Experience, Past Performance, Organization and Technical Approach, Proposed Schedule, and Price. Anticipated award date is 1 September 2011. Anticipated project completion date is approximately 1 Mar 2013. The magnitude of this project is between $25,000,000 and $100,000,000. Period of Performance is 551 calendar days after acknowledgement of Notice to Proceed. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2011 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1522. The FSC is Y169. This proposal is unrestricted and all qualified, responsive, responsible firms may compete. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the internet address below. Plans and specifications will not be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOps website for amendments to the solicitation. You must be registered with the Central Contractor Registration Database,(CCR), to receive a Government contract award. You may register with the CCR at http://www.ccr.gov/.
