- This is a Sources Sought Request For Information (RFI) ONLY and is not an intent to procure. The USDA, Farm Service Agency Contracting Office is currently requesting a RFI for an COMMERCIALLY OFF THE SHELF (COTS) Farm Business Plan financial/credit analysis software package tht is web-based. The system should be able to address all of the different requirements listed below. Each potential source capability statement should include a demonstration that the source: has the ability to satisfy the requirements identified in the information posted below and shall provide supporting references of relevance. This description should include a demonstration that the source: has a satisfactory record of integrity and business ethics; has the necessary organization, experience, and technical skills, or the ability to obtain them. Each potential source is also requested to provide a brief description of work previously (within the past 3 years) or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements identified above. Firms shall also provide point of contact information (name, telephone number, email address) where available for the efforts cited above. All responses to this RFI must include the following additional information: name and address of firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Interested sources shall submit all questions by way of email to mechelledickey@wdc.usda.gov no later than 12:30PM, EST on Friday June 17, 2011 with all responses to the RFI by email to mechelle.dickey@wdc.usda.gov.com no later than 3:30PM EST on Tuesday June 21, 2011. Acknowledgement of receipt will not be made. COTS APPLICATION MUST BE ABLE TO PERFORM/SATISFY THE FOLLOWING BUSINESS REQUIREMENTS: • The application must be capable of originating, processing and servicing agricultural loans. • The application must be capable of providing unlimited access to an unlimited number of customer accounts. • All balance sheet and income/expense (cash flow) information entered into the application will be automatically calculated and distributed throughout the application. • All balance sheet liabilities including farm and personal will be automatically calculated and transferred to the appropriate schedules in the income/expense. • Historical trend analysis information shall integrate with current and projected financial analysis. • The application must follow the FLP business rule of single point of data entry, providing and receiving data from other FLP systems. • The application must provide backwards compatibility for providing data to other FLP web application through existing Common Business Services (CBS) and batch processes currently being used. The Contractor shall provide support to develop new CBS and batch processes where necessary. Note: Currently FBP returns data to various parts of DLS through web services or through a nightly batch process (CP). • The application must provide quick navigation links to all areas of the system. • The application must provide customers with an inventory tracking functionality tied to the NAICS codes. • Users must be able to generate and retain an unlimited number of balance sheets and years of income/expense data for each customer. • Users must be able to add narrative comments/notes to all forms and documents. • The application must have the ability to communicate while in the application using electronic mediums. • The application must support/provide the capability to add customized forms as identified by the Government. • The North American Industry Classification System (NAICS) is the official industry classification system used by the government. The application must provide the ability for users to select the appropriate NAICS codes for use in the customer's balance sheet and income/expense schedules, and provide a means to designate a NAICS code as the "Primary" type of operation. All NAICS information must be available for reporting purposes. • The application must support/provide the capability to totally customize credit action forms for processing specific loan requests by specific customers at specific points in time. • All calculations and ratios must be in compliance with the Farm Financial Standards Council (FFSC) guidelines. • The application must provide a credit scoring and risk rating capability using parameters that satisfy industry standard ratios and indicators. Ratios shall include the following as recommended by the FFSC: • Liquidity • Debt to Asset • Return on Asset • Percent of Loan to collateral • Term Debt Coverage Ratio • For all customer records without current financial information, the application must provide the capability to classify and score these customers through user input. • The application must support the Federal Electronic signatures in Global and National Commerce Act (ESIGN). • The application must provide a hierarchical access protocol that allows FSA to customize the data that can be viewed or retrieved by the user, as well as the data that can be inputted or updated by a user or a specific group for example:. o A user could only view, input, update data for customers in their state. o Users could view customers nationwide but would only have the ability to input/update data for the customers in designated states (multiple) o Specific user groups would have additional functionality; i.e. State Coordinators would have the ability to add/remove users statewide from the system. o Specific customer accounts can be restricted to allow access to only designated users; i.e."Conflict of Interest" accounts. • The application must provide the capability to prevent specified users or user groups from adding the same customer to the system multiple times. • The application must obtain the customer's name, entity type, tax ID, date of birth, address, phone and email information from the Service Center Information Management System (SCIMS) • The application must provide the flexibility for FSA to complete minor (default) changes. Some examples of minor changes would include: o Editing of questions, text or headings on credit action forms o Adjustments to scoring and rating criteria o Editing of customer and user groups • The application must provide the capability to print all forms and reports. The application must allow a user to enter income, operating expenses, family living expenses and capital expenditures on either a monthly or annual frequency. When entries are input monthly, the system will generate both a monthly and annual cash flow. When all entries are made to reflect annual income/costs an annual cash flow will be generated. The application must provide the capability to generate a security agreement (see Form FSA-2028, attached) using chattels, crops and real estate information; the information used in this agreement updates from information entered in the balance sheet and income/expense. • The application must provide the capability to generate an Emergency Loan-Calculation of Actual-Losses Worksheet (see Form FSA-2311A). The worksheet uses crop, acreage, and price data entered by the user and must calculate eligible loss information. • The application must provide the capability to generate an Appraisal of Chattel Property form (Form FSA-2160, attached) using livestock, farm vehicles, and machinery and equipment information; the information used in this agreement updates from information entered in the balance sheet. • The application must provide the capability to generate an Environmental Checklist for Categorical Exclusions form (Form RD-1940-22, attached). Form uses information manually entered by the user. • The application must provide the capability to generate an eDALR$ Input Report (report attached). Information used in the report updates from information entered onin the balance sheet and the income/expense. • The system must provide the capability to generate a Farm Assessment form (Form attached). Initial information for individual elements is manually entered by user. • The application must provide the capability of downloading/sharing data as needed with other FLPIDS applications. • The application must provide the capability to obtain consumer and commercial credit reports; and include the capability to order combined reports for entities and individual members of that entity. Credit report data shall be stored with the customer data and be available for reporting requirements. • The application must provide the capability to import/export financial data from other sources that use the same application, i.e., a lender providing financial information on a guaranteed loan to the local county office. • The application must feature two analysis levels: quick/simplified; and, complete analysis. • Quick/simplified  Minimal data generates a complete package  Geared to smaller loans such as ‘Youth Loans" and "LoDoc Loans" • Complete analysis  Multiple levels of detailed analysis  Balance sheet, income/expense projections, loan schedules generated  Accrual adjustments generated with sorted data • The application must provide a risk management tool to perform sensitivity analyses, analyze portfolio risk, provide stress testing capabilities, and enable the loan officer to obtain a comprehensive view of their portfolio data. • The Contractor shall provide training, accessible to all FSA employees, for any new versions or major changes to an existing FBP application. • The application must provide users with access to a "Help" system, which provides help and instruction on completion and use of the forms and features of the application. • The application must provide the capability to attach electronic documents, including.jpeg,.pdf,.xlxs,.doc, to selected sections of the application. • The application must provide a method for identifying the different types of customer accounts; i.e. new borrowers or customer accounts with outstanding balances, customer paid-in-full accounts and customer accounts created in error (duplicates, etc). • The application must provide the ability to generate reports on all customers. The reporting capability will include all system data elements that are updated on a daily basis. • The application must provide data and nightly updates to the FLPIDS ODS. • The application shall be constructed to ensure that it contains no security vulnerabilities enumerated in the following lists: The Open Web Application Security Project (OWASP) Top 10 Application Security Risks[1] list and the SANS/MITRE Common Weakness Enumeration (CWE) Top 25[2] list. The contractor shall notify the Government, in writing, of all potential, and actual, breaches in security within 24 hours of discovery. • All Personal Identification Information (PII) data, to include Social Security Numbers (SSNs) and Taxpayer Identification Numbers (TINs), shall not be exposed, released, disclosed or in any way compromised, intentionally or unintentionally, that may result in potential unauthorized access to PII information. In the event of a security breach in a production environment as the result of the introduction of a security vulnerability by the contractor as defined in the lists identified in the previous paragraph, the contractor shall be liable for the cost of mailing producer notifications and providing one (1) year of credit and fraud monitoring for each impacted producer.
