Description
U.S. Government Seeks Sources for Leasing Department of Homeland Security U.S. Citizenship and Immigration Services San Diego, CA Project No. GS-09B-02832 AMOUNT : The General Services Administration ( GSA ) desires to lease approximately 47,762 rentable square feet of contiguous office and related space yielding a minimum of 41,532 ANSI/BOMA Office Area square feet to a maximum of 43,609 ANSI/BOMA Office Area square feet. The offered building should include the ability to provide a combination of office and general storage space. The lease must also provide for eleven (11) onsite reserved parking spaces. TENANT : Department of Homeland Security U.S. Citizenship and Immigration Services. LOCATION : The area of consideration is in San Diego, CA within the area bounded by North: State Route 52; South: State Route 8; East: Via Vallarta, Clairemont Mesa, Manley Street, Aero Drive and State Route 15; and West: Genesee Ave, and State Route 163. REQUIRED : The building must be located in a section of the City that is professional and prestigious in appearance, well-maintained and of modern design and/or tastefully rehabilitated to modern use with access to public transportation (bus and/ or light rail) within 1,500 linear feet of the offered building. The potential for 212 public parking spaces must also be available within ¼ mile of the offered space. If the offered space cannot accommodate the total square foot requirement on one floor, then a maximum of two floors can be offered if the following condition is met: floors must be vertically contiguous (same elevator bank). A loading area with double doors or an overhead door must be made available for the receipt and pick-up of pallet sized loads. The building must meet the Government's seismic requirements and the tenant space must meet or be capable of being altered to meet the Government's requirements for ADA compliance, and the requirements of LEED Silver certification for Commercial Interiors (LEED-CI). The agencies' mission requires that they see roughly 200 visitors per day with the highest concentration of visitors between 8-9 am. Offers for new construction will require the building to be set-back from the street. There should be, as determined by the GSA Contracting Officer, adequate public parking, public transportation, eating facilities, and other services such as retail shops, banks, and cleaners in the area. TERM : The lease will be for fifteen (15) years, ten (10) years firm. SUBMISSION REQUIREMENTS: This is not an "official" invitation for bids or a request for proposals. Expressions of interest MUST be submitted in writing and, at a minimum, include the following information. Omissions from the below will not be considered: LESSORS or Lessor's Agents: Building name & address. Map showing the proposed site clearly identified as being within the delineated area as mentioned in this ad. Location of space in the building, and date the space will be available. ANSI/BOMA defined office area showing "usable" square feet (USF) with scalable drawings (8.5" X 11"). Rentable square feet (RSF) offered and rental rate per square foot for a full-service lease, specifying services, utilities, and tenant improvement allowance. Name, address, telephone number and e-mail address of authorized contact. Spell out incentives and inducements, if any. PRINCIPALS, other than current owners: Properties for sale that are submitted for GSA's consideration must be under the control of the prospective owner(s). Typically, this would be in the form a signed purchase and sales agreement or an option to purchase agreement between you and the existing owner. Please include all seven (7) submission requirements as spelled out above under the Lessor or Lessor's Agent heading. Also, first come, first served rules apply. BROKERS - Real Estate: GSA has direct access to CoStar and LoopNet to identify rental and/or sales comps when necessary. If you wish to submit a building or site for GSA's consideration, include written authorization from the Owner or the owner's existing agent. If the owner or the owner's agent submitted the same property within the deadline, you are excluded from representing their property. Where multiple brokers submit the same property or where agent represents multiple ownership entities, written acknowledgement is required from the owners or the owner's agents. The first "complete" submittal received will be dated and time stamped. All submittals must include all seven (7) submission requirements as spelled out under the Lessor or Lessor's Agent. ALL PARTIES Provide evidence to each of the following: 1. Public transportation (bus and/ or light rail) is located within 1,500 linear feet of the offered building. 2. The potential for 212 public parking spaces are available within ¼ mile of the offered space (paid/ and or free parking). 3. If the offered space cannot accommodate the total square foot requirement on one floor, then show how the offered floors are vertically contiguous (same elevator bank). 4. A loading area with double doors or an overhead door (confirm of existence only).
