- Pre-solicitation Notice for FY11 Multiple Award Task Order Contract (MATOC) for Maintenance Dredging Support, Great Lakes Districts The U.S. Army Corps of Engineers, Detroit District, intends to solicit for maintenance dredging support within the boundaries of the Great Lakes Districts of Detroit, Chicago and Buffalo. The solicitation will be structured as Multiple Award Task Order Contract (MATOC), and may result in the award of a minimum of five (5) and a maximum of fifteen (15) Indefinite Delivery/Indefinite Quantity (IDIQ) construction contracts depending on the number of high quality proposals received. Individual task orders will not exceed $3 million. The total MATOC value of all contracts combined to be awarded under this solicitation will not exceed $49 million. The MATOCs will consist of a Base Year and two (2) one-year options. The maximum cumulative value of all combined MATOC task orders of $49 million is for the entire three year period of performance. Each individual task order will be awarded on a competitive basis using, primarily, Lowest Price Technically Acceptable procedures. These MATOCs will be used for maintenance dredging (hydraulic, mechanical or hopper) within the boundaries of the Great Lakes Districts. The work will be performed in accordance with the specifications provided for dredging within the Great Lakes boundaries and detailed within the individual task order. A non-inclusive list of harbors scheduled to be dredged during the MATOCs period of performance is shown at the following internet website: http://www.lre.usace.army.mil/doingbusiness/contracting/award_results/index.cfm. This is a Small Business Set-aside. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction, and the Federal Supply Code (FSC) is Y216, Construction Dredging. The small business size standard for this requirement is $20 million in average annual receipts over the past three years. The Government anticipates issuance of solicitation number W911XK-11-R-0018 on or around 28 June 2011. To download the solicitation, visit FedBizOpps at www.fbo.gov. In order for interested contractors to conduct business with the Federal Government, contractors must register their firm at the Central Contract Registration (CCR). Contractors can access and register their firm at CCR for free at http://www.ccr.gov. Offerors shall complete and submit any additional full text certifications that are included in the solicitation. An offeror may also register at https://orca.bpn.gov/ in lieu of completing the representations and certifications in this solicitation provided that all the FAR and DFAR Certifications contained in the solicitation have been completed on line. The specifications will be provided in the FedBizOpps announcement when the solicitation is issued.
