The cooler consists of a tubebundle, shell, and bypass valve. The proposed contract action is forsupplies and services for which the Government intends to solicit andnegotiate with only one, or a limited number of sources under theauthority of FAR 6.302. The solicitation will identify the office whereadditional information can be obtained concerning qualificationsrequirements as cited in each individual solicitation. Note: AnOmbudsman has been appointed to hear concerns from Offerors or potentialOfferors during the proposal development phase of this acquisition. Thepurpose of the Ombudsman is not to diminish the authority of the programdirector or contracting officer, but to communicate contractor concerns,issues, disagreements, and recommendations to the appropriate governmentpersonnel. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
