Description
Special Notice 11-SN-0020 The Office of Naval Research (ONR) intends to execute a contract modification to extend the CLIN 0001 ordering period of Oceaneering International Inc's basic contract N00014-07-D-0908 from 13 JUN 2011 to 13 JUN 2012 or from 48 months to 60 months. This contract was awarded using full and open competition under RFP N00014-06-R-0004. This extension is provided based on their extensive technical knowledge of this on-going Small to Large Vessel At-Sea Transfer (STLVAST) Technologies project, which is part of the Seabasing Future Naval Capabilities (FNC) program. To date, Oceaneering International Inc. has been developing a Close-in Dynamic Positioning capability to facilitate the transfer of vehicles between vessels at sea. Under the extended ordering period, ONR intends to award a subsequent task order to continue the development of technology for vehicle transfer at-sea by investigating dynamic compensation of relative ship motion and its effect upon a ship-to-ship ramp structure. Under this subsequent task order, the performer would design and fabricate small-scale models for proof-of-concept demonstrations as well as a full-scale test article suitable for demonstration in a representative operational environment. This modification makes no change to the scope of work or the Maximum Ordering Amount for CLIN 0001 of the basic contract. This announcement is not a solicitation as the aforementioned contract is intended to continue under a sole source justification under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 541712 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
