Description
Background: Wright-Patterson Air Force Base (WPAFB) has identified a need for Meteorological Support Services. The contractor will be required to provide all equipment, labor, supplies, and perform all operations necessary for basic weather watch, surface weather observations, aircrew weather briefings, Mission-Watch (supporting DoD organizations), observed weather warnings/advisories, Open Skies Point of Entry/Embarkation briefings at Wright-Patterson AFB, OH and Dulles IAP, mission planning briefings, and mission execution forecast products. The contractor will perform the services required 17 hours per day, 7 days per week, inclusive of Federal Holidays. In addition, after hours on-call support shall be provided on an as-needed basis (reference PWS section 1.4.) The contractor shall perform the services in accordance with all applicable Air Force Instructions and Manuals. The contractor shall be responsible for compliance with the entire content of all referenced regulations, instructions and Air Force Manuals. The government anticipates a contract period of one base year with four option years. The NAICS code is 541990. The small business size standard is $7,000,000. This is NOT a notice of solicitation issue. This Sources Sought Notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The government will neither award a contract solely on the basis of this Sources Sought Notice nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Purpose: Interested parties should submit capabilities packages. This market survey is conducted to identify potential sources capable of meeting the requirements for meteorological support services for Wright-Patterson AFB, OH. Capabilities Packages will facilitate the development an acquisition strategy to meet all mission requirements, provide small business participation opportunities, and aid in developing an appropriate contract instrument. The government seeks industry input to determine if this acquisition should be a total set-aside to small businesses under the auspice of the Federal Acquisition Regulation (FAR) Part 19. Responses to this notice will be used for a market survey analysis to determine if the contemplated acquisition will be conducted under full and open competition or as a set-aside under a small business set-aside or 8(a) procedures. Request for Capability Package: Interested firms should submit information as to capability and capacity to perform the tasks set forth in the DRAFT Performance Work Statement (PWS) for this requirement. Date Due: Packages must be received in the Operational Contracting Squadron (ASC/PKO) no later than 4:00 P.M. EDT, 24 June 2011. (See below for address, phone number, e-mail.) No facsimile responses will be accepted. Package Requirements: The statement of capability shall provide a brief introduction into the Company, Company Name, Address, Primary Point of Contact (POC) phone number and email address, Fax Number, DUNS number & CAGE Code, business size and include a description of relevant contract experience offered to the Government and to commercial customers. Offerors shall also identify participation in any preference programs. Along with a description of relevant contract experience, include a reference to the contract number, magnitude, place of performance, and POCs for each example provided (name of the point of contact, address, e-mail, telephone number and the company's web page, if applicable). Submitted information shall be UNCLASSFIED. A statement must be addressed by respondents addressing relevant technical capabilities as stated in the Draft PWS. Statement of Capability Evaluation Criteria will be applied by government evaluators as follows: 1) Relevance of current and past contract performance to requirements. 2) Magnitude of projects referenced in past performance & ability to scale up or down 3) Ability to obtain employees with required government security clearances. 4) Employees fully trained/certified as required by the National Weather Service (NWS) Program. Again, any information submitted by respondents to this notice is strictly voluntary. The company's standard format is acceptable; however, please limit responses to no more than 15 pages. Provide three copies of capabilities package. Electronic versions are acceptable in Adobe Reader (.pdf file) or MSWord compatible format (.doc).
