- Professional, Administrative and Management Support for the Bureau of Indian Education (BIE), Division of Performance and Accountability (DPA). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, BIE Accountability and Technical Assistance for Accountability (Desk and Site Monitoring), is issued as a Request for Quote (RFQ). The North American Industry classification (NAICS) code is 611710 Educational Support Services and the business size maximum is $7 million.IMPORTANT NOTE (1): This requirement is critical to the BIE DPA and is being expedited to meet Federal reporting requirements. Interested offerors shall submit questions via email to Marita.Roth@BIA.gov no later than 17 calendar days after the date of the solicitation. IMPORTANT NOTE (1): There are attachments associated with this RFQ. Interested offerors are responsible for requesting the attachments from the contracting officer, Marita Roth, marita.roth@bia.gov. This acquisition is being solicited under full and open competition. Resultant contracts shall be awarded as a firm fixed price contract with a base and four one year option year periods. The Base Period of Performance (POP) shall be from Contract Award to June 1, 2012. (Reference Section 14 Period of Performance) The Government plans to make a single contract award. See attached matrix1. INTRODUCTION:Under the provisions of P.L. 107-110 'No Child Left Behind' (NCLB) and the Memorandum of Agreement with the U.S. Department of Education the Bureau of Indian Education (BIE) is designated as the State Educational Agency (SEA) for 184 instructional and residential programs in 23 states that receive funding under NCLB. The BIE provides over-site and supervision for schools that are funded under P.L. 95-561 that are operated by the BIE and for tribally operated schools that are funded under the provisions of P.L. 100-297 and P.L. 93-638 that receive funding under NCLB. 100% of the students that attend BIE operated and funded programs meet the criterion for being socially and economically disadvantaged which qualifies these schools to receive funding under Title I NCLB.As the SEA for these schools the BIE assumes the responsibility for the appropriate use of funds and that school meet the accountability requirements and adhere to the process for determining Adequate Yearly Progress (AYP) for the respective state the school is located in. 2. BACKGROUND:As NCLB funding is supplemental funding to support the needs of these student populations, the BIE must also monitor schools to ensure that instructional programs are aligned with state standards and that funding is used to supplement the base program at the school and not supplant the school's base operation which is funded under the Indian Student Equalization Program (ISEP) referred to as 'accountability.' Contained in the SEA responsibilities to BIE funded and operated schools is the need to provide technical assistants, monitoring, and training for the implementation of programs that address requirements contained in the NCLB.3. SCOPEBIE must comply with the accountability requirements of P.L. 107-110 'No Child Left Behind' and requires the assistance of a contractor to perform desk monitoring and verification audits, and provide technical advice on corrective action plans regarding program implementation for Bureau funded and operated schools, residential programs, and Education Line Offices. The monitoring and evaluation of school programs is a legal general supervision responsibility of P.L. 93-638, P.L. 107-110, P.L. 95-561, and NCLB. The contractor shall monitor 38 BIE funded or operated schools per year under the requirements of NCLB. Schools that are in AYP status will be required to only complete a Desk Monitoring (see Definitions). A site verification visit will not be conducted at these schools except upon request of the Education Line Officer, the School Administrator, or the Tribal government if the school is a 100-297 or 93-638 school. All schools not in AYP status require Desk Monitoring and Site Verification services. 4. CONTRACTOR RESPONSIBILITIESThe contractor is responsible for furnishing all equipment, connectivity, supplies, travel, transportation of goods or equipments, or additional professional services needed to carry out the requirements of the solicitation00.See Attached RFQ
