This project will be a Total Small Business Setaside. Service Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Business, 8(a), and Women-Owned Small Businesses are encouraged to respond. This proposed procurement, previously described at Sources Sought notices FA4686-11-R-0006 posted in January/February 2011, consists of specialized medium-high voltage work engineering and construction work with a Magnitude of Construction value of between $5,000,000 and $10,000,000. The work requires close engineering and construction coordination to ensure the project is completed within the period of performance and without any unscheduled electrical power interruptions. Prior experience with 12Kv medium-high voltage substations is essential; the work site is an active military facility where the contractor will be subject to strict security and operational restrictions. The Period of Performance includes 180 days for design and 240 days for construction. The North American Industry Classification System (NAICS) is 237170, with a corresponding size standard of $33.5M. This requirement is for a Firm-Fixed Price contract to be awarded using competitive, negotiated procedures IAW FAR Part 15. The procurement method will be a Performance Price Tradeoff (PPT), where the successful offeror's demonstrated performance on similar recent and relevant contracts will be considered as more important than cost or price. Offerors will be required to submit Technical, Price, and Past Performance volumes to include Past Performance Questionnaires to be completed by previous customers in order to be considered. A Draft Statement of Work, technical attachments, and Draft RFP including Section L Proposal Preparation Instructions and Section M Basis for Award accompany this notice. Industry feedback is desired, and potential offerors are invited to review this Draft package and to submit constructive comments or questions regarding the RFP format, source selection method, or technical aspects of the project for government consideration.
