Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with FLIR, of Oak Ridge, TN, for the purchase of a Basic identiFINDER with an NAL (Ti) Detector, to be used by the Physical Measurement Laboratory at NIST, Gaithersburg, Maryland. Sole Source determination is based on a pilot-testing program being established at The National Institute of Standards and Technology (NIST) in collaboration with the Department of Homeland Security-Domestic Nuclear Detection Office (DNDO) and the European Commission-Joint Research Center (EC-JRC), to evaluate the performance and characteristics of a handheld radionuclide identification device (RID) instrument, used by first responders, for validation of American National Standards Institute (ANSI) and International Electrotechnical Commission (IEC) standards currently used for the development of a proficiency test. Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor's commercial schedule The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 24, 2011, will be considered by the Government.
