Description
The Intelligent System Division (ISD) of the National Institute of Standards and Technology (NIST) conducts research activities on the IEEE 1451 Smart Transducer Interface Standards for Sensors and Actuators in support of the Engineering Laboratory (EL)'s Science-based Manufacturing program. The IEEE 1451, a family of smart transducer interface standards, defines a set of open, common, network-independent communication interfaces for connecting transducers (sensors or actuators) to microprocessors, instrumentation systems, and control/field networks. In the IEEE 1451 family, the IEEE 1451.0 standard defines a common set of commands for accessing sensors and actuators connected in various physical configurations, such as point-to-point, distributed multi-drop, and wireless, to fulfill various application needs. One of the primary goals of the IEEE 1451.0 standard is to achieve data-level interoperability when multiple wired and wireless sensor networks are connected. The IEEE 1451.4 standard defines a mixed-mode interface and transducer electronic data sheet (TEDS) formats for analog transducers, which works in analog and digital operating modes. It also defines a set of templates for popular analog sensors. Work under this acquisition will research and develop a wireless data acquisition (DAQ) system for the shop floor using a commercial wireless data acquisition device. This will allow ISD to gain better insights into the implementation of standard-based wireless DAQ using commercial wireless sensor nodes and sensors (IEEE 1451.4-based), apply wireless sensor networks for manufacturing shop floor applications, and show the benefits of standard-based approach for sensor data interoperability. The NAICS code for this requirement is 541511 with a small business size standard of $23.0 million. Simplified Acquisition Procedures shall be shall be utilized under the authority of FAR Part 13. This requirement is 100% set-aside for small business. A firm fixed price purchase order is anticipated. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-11-RQ-0313. Potential offerors shall be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation. The Government will not maintain a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately 10 days after the date of publication of this notice.
