Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Liconic U.S., Inc., 21-F Olympia Avenue, Woburn, MA 01801-6307 to provide a one (1) year maintenance agreement on the following equipment: -Automated STR240 Series Incubators The Trans-NIH RNAi initiative conducts high-throughput siRNA screens in collaboration with intramural investigators. siRNAs down-regulate target genes possessing corresponding sequence complimentarity. That way, interrogation of a specific gene's function in the context of any biology can be assayed. The initiatives work encompasses assay development, screening, and initial follow-up. A fully automated, robotic system was installed to conduct genome-wide siRNA screens and associated operations. A critical component of this system is two (2) Liconic automated STR240 series incubators. These incubators allow for the automated storage and retrieval of plates in a climate controlled environment. As such, these incubators are fully integrated within the robotic platform and are highly sophisticated instruments. Continuous and reliable operation of them is absolutely essential for the screening efforts. The sole source determination is based on the fact that these incubators are proprietary to Liconic and only the manufacturer is authorized to perform maintenance or repair. The period of performance shall be from June 15, 2011 - June 14, 2012. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $19.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-50 (May 16, 2011). Interested parties may identify their interest and capabilities in response to this synopsis by June 14, 2011 at 12:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
