Description
On Wednesday, June 8, 2011, the Forest Service amended its previous posting of February 2, 2011, to release the draft plans for the Forest Highway 43 Road Improvements project, and to provide some additional information for the benefit of prospective offerors. The Federal Acquisition Regulation encourages exchanges of information among interested parties (such as prospective offerors and Government acquisition personnel) from the earliest identification of a requirement through receipt of offers, consistent with procurement integrity requirements. The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing prospective offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality construction services at reasonable prices. The purpose of this posting is to announce to industry that the Forest Service contemplates holding a presolicitation conference for the benefit of prospective offerors by telephone on Thursday, June 30, 2011, at 9:15 am, using phone number (907) 586-9398. Any prospective offeror choosing to participate should have already reviewed the draft plans mentioned in the paragraph above, and are invited to submit questions regarding the plans by fax to (907) 228-6254 (Subj: FH-43 Presolicitation Conference) so that Forest Service acquisition personnel can address these questions at the conference. Please submit questions before close of business on Monday, June 27, 2011. The Forest Service contemplates sharing information regarding the acquisition approach at the presolicitation conference, as such information may be available at that time. At this moment in time, the solicitation issuance date is uncertain but sometime after the presolicitation conference date, but it is likely that whenever the solicitation invitation for bids is released it will be for a period of only thirty days. Accordingly, prospective offerors are urged to review the draft plans which were released on June 8, 2011, so that they will have the maximum advantage in responding to the solicitation in a timely manner. At this moment in time, the Forest Service does not anticipate any changes between the draft and the final plans. Participation in the presolicitation conference is elective at the prospective offeror's discretion. Because this will be a telephone conference, an attendance roll will not be taken. Amenable to federal laws, recording of phone calls is not allowed. The Forest Service will prepare minutes of the conference for later posting on FedBizOpps. Prospective offerors who want to attend in person may do so by coming to the Forest Service's conference room on the first floor of the Ketchikan federal building (the pink building) at the time of the conference on a first-come, first-seated basis. No documents will be released at the meeting; rather, it is contemplated that all documents related to this acquisition will be made available on the FedBizOpps website or according to instructions which may be included in the solicitation. At this moment in time, the Forest Service does not contemplate hosting a site visit at the project site. However, the site is public property and prospective offerors are urged to visit the site at their convenience. The clauses at FAR 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, are intended for inclusion in the planned contract; accordingly, prospective offerors are urged and expected to inspect the site where the work will be performed. The primary specifications for this project will be the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-03. FP-03 U. S. Customary Units is a separately published book available electronically at http://www.flh.fhwa.dot.gov/resources/pse/specs/, or in paper from the Department of Transportation's Federal Highway Administration. A Forest Service supplemental specifications package will be released with the solicitation. The number AG-0116-SS-11-0043 is used within FedBizOpps solely for administrative convenience. When the solicitation is issued, it will likely be numbered with only one "S": AG-0116-S-11-0043.
