- This office anticipates issuing a Request for Proposal (RFP) for construction of the Spot Paint Powerhouse Bridge, Big Bend Power Plant, Ft. Thompson, SD in the near future. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION A site visit date has not been scheduled at this time. Information related to the site visit will be released when the advertisement package is issued. _______________________________________________________________________________ Project Description: (Approx. quantities) Sandblast and spot paint all steel corroded members of the powerhouse bridge and possibly perform welding where the steel has delaminated at the connections. All residue collected from the sandblasting operation will need to be captured since there is lead based paint applied to the original surface. Paint application will be an aluminum/epoxy coating system. Contractors must meet the following criteria in order to bid: Contractor must have QP-1 and QP-2 Qualifications. At least 2 painters and 2 blasters must have corresponding NACE training or equal. Contractor must have 3 to 5 years of experience on coating Water Tanks and or Bridges. Contractor must provide references: Name, Address, phone, and Type of Work. Contractor must show he has done Industrial coating jobs using the following methods of work scaffolding, snooper cranes or barges, and harnesses. Contractor must show performance of the last 5 jobs within the 5 year window. Include period of performance, completion date and Contract Dollar amount. Contractor must show satisfactory performance or better on 5 jobs. Contractor may not have any bad references concerning Government Contracting. The coating jobs must have a minimum of 3 each at $250,000 Contracted or Subcontracted to the firm and a total of 2 Million in the last 5 years. Contract awarded will be based on Lowest acceptable price, after the above criteria has been met. The estimated construction cost of this project is between$250,000 and $500,000. __________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
