- FA9401-11-R-0005, Labor/Skill Mix Matrix FA9401-11-R-0005, ISIS PWS Attachment 2, IRMS Description FA9401-11-R-0005, ISIS PWS Attachment 1, GFP FA9401-11-R-0005, ISIS Performance Work Statement Solicitation Number FA9401-11-R-0005 This is the re-posting of FA9401-11-R-0005. This effort is for a five year contract to include a one year base period and four, one year options. The Engineering and Technical Support Branch of the Headquarters Air Force Safety Center (HQ AFSC) supports the Integrated Safety Information System (ISIS), which includes Military Flight Operations Quality Assurance (MFOQA) and Aviation Safety Action Program (ASAP) capabilities. MFOQA routinely collects flight data recorder downloads; the data is processed through specialized computer software to uncover mishap precursors, i.e., trends and deviations from standard procedures and parameters, and identify mitigation measures. Analysis of recorded data identifies and quantifies both normal and hazardous flight environments and, where applicable, enables monitoring of control measure effectiveness. The analysis products are available as guidance for operations, training, maintenance, safety, Research & Development, and design decisions. DoD direction necessitates the sustainment of current MFOQA analysis capabilities, and deployment of MFOQA analyses into other aircraft fleets. ISIS is a web-based service, currently enabled by a Government Off-the-Shelf open-source software called "Integrated Risk Management System" (IRMS). The government's expectation is that the analysis and reporting capabilities offered through this contract shall, as a minimum, continue to provide the capabilities currently available in ISIS. The proposal may utilize the existing IRMS software, other GOTS or Commercial-Off-the-Shelf software, or a combination. It is the government intent that ISIS remain a web-based service.
