Description
The purpose of this synopsis is to identify potential sources to fulfill the requirement described below. This notice is published for market research purposes only to identify interested parties. Responses to this sources sought notice will be used by the Government to determine how the solicitation will be issued (i.e. full and open competition or a set-aside). This notice invites all interested parties to submit the data listed below indicating their interest in supporting this requirement. The Government intends to issue any resulting solicitation as a Service Disabled, Veteran Owned, Small Business (SDVOSB) set-aside, but depending on the results of this sources sought, the solicitation may not be set-aside for SDVOSB. Responses to this notice will NOT be considered as offers and will NOT be used by the Government to form a binding contract. Interested parties should submit their data as a pdf attachment to an email by 1:00 PM EST on 27 June 2011 to Contracting@socom.mil. Responses shall include the complete name and address of the interested party, CAGE Code, DUNS Number, and the name, phone number and email address of at least one POC. Responses shall be no longer than one page. The Government has a requirement for a range of Measures of Performance/Measures of Effectiveness (MOP/MOE) products and services to support the U.S. Special Operations Command (USSOCOM) in the Overseas Contingency Operations (OCO). The contractor shall: Plan, develop, organize, coordinate and analyze relevant qualitative research, statistically reliable and valid quantitative research, and testing and polling activities at the local, provincial, national, and regional levels based upon USSOCOM designated objectives. Annually, collect geo-located data, both qualitative and quantitative, that relates to the performance and effects of existing influence activities in each country specified by the Government. Sample sizes shall be sufficiently large enough to enable the Government to use the province as the smallest unit of analysis. Apply current research and socio-cultural explanations of radicalization and violent extremism to understand the effectiveness of human influence, media communications and engagement operations and activities in achieving United States Government and Department of Defense (DoD) objectives. Determine the population's sympathy/antipathy for al-Qaida (AQ) and its allies' methods and rationales for radicalization, recruitment and propensity for violence at the provincial level (or country equivalent); as well as, assess and define the reasons for their sympathy/antipathy and their valid human factors influence requirements. Use time-series analyses, predictive modeling, and statistical matching techniques (e.g., propensity scoring) and geospatial analysis to discern the impact of military information support operations program initiatives. Assess the efficacy of influence programs delivered using a variety of media including printed materials, web-based content, television and radio. Using a combination of qualitative and quantitative methodologies, assess the effectiveness and synchronization of content across trans-regional products covering each Geographic Combatant Command's area of responsibility. Assess the effectiveness of regionally and trans-regionally oriented web-based influence programs. Assessments of content synchronization and effectiveness shall be conducted annually for each website and/or web-based initiative. All personnel requiring access to classified information and facilities under this contract shall be cleared to at least the SECRET level. It is the Contractor's responsibility to facilitate all administrative and clearance requirements.
