Description
The General Services Administration (GSA), New England Region is seeking qualified small business contractors with demonstrated prior "turnkey" design-build experience for several Alternate Energy Systems: The Design-Build of a 10kW minimum grid-tied Solar Photovoltaic system and a rooftop wind turbine system (up to 5kW) at the Burlington Federal Building in Burlington, Vermont. This procurement is 100% set-aside for Service Disabled Veteran Owned Businesses (SDVOSB) capable of providing these services. The applicable size standard $33.5 million and North American Industry Classification System (NAICS) code is 237130 (Power and Communication Line and related Structures Construction). This project is to be awarded as a firm fixed price contract. The work includes but is not limited to design and construction of a PV Solar system and a small wind turbine system: contractor to provide all supervision, labor, materials, equipment and testing necessary to design and install the system, commission, operations and maintenance of a 10kW minimum grid-tied PV Roof System and a small wind turbine system for the Burlington Federal Building. The new installation of a new photo-voltaic (PV) array should produce a minimum of 10 KW of usable power for the building. The installation of a new roof top wind turbine electric generator should produce between 1 - 5 KW of usable power for the building. This will include complete integration with local Utility and utility electrical grid to the Utility's specifications, application for interconnection with the Burlington Electric grid, and a web-based data acquisition system that will report out in real time on all installed systems as well as track and store historical power usage data of the FOB and the power generated from the installed systems. It is very likely an existing solar thermal collector array will require relocation as part of the work. The solicitation will be issued on or about June 27 th, 2011. A pre-proposal conference will be scheduled at the Burlington FOB on Elmwood Street in Burlington, VT during the last week of June, 2011. RFPs will be due on or about July 28 th, 2011. The anticipated start date is September 1, 2011. T he period of performance is estimated to be 240 calendar days (after a Notice to Proceed is issued). It is the offeror's responsibility to monitor this site for release of the RFP, and amendments as well as any related information. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this synopsis.
