Description
Capabilities Matrix Draft PWS Sources Sought Synopsis for USAF Laboratory Personnel Demonstration Project PURPOSE: This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This Sources Sought Synopsis is conducted to identify potential sources capable of meeting the requirements described below and in the attached DRAFT Performance Work Statement (PWS). NAICS CODE: 541519 SIZE STANDARD: $25M BACKGROUND AND PURPOSE OF REQUIREMENT: The Air Force Research Laboratory (AFRL) at Wright-Patterson AFB, Oh requires a contractor to provide the following services: Support of the AFRL Laboratory Personnel Demonstration Project including compensation and workforce data analysis, cost neutrality analysis, effectiveness analysis, meeting support, and software revisions. The objective of this work is to provide support to the Air Force Research Laboratory in its administration of the Personnel Demonstration Project for over 3,300 scientists and engineers, business management and professionals, technicians and mission support personnel. The contractor will assist in the design of modifications to Demo interventions, including broad-banding, classification, and contribution-based compensation system (C2S2). Software, data file updates, and results analysis will be accomplished for the demonstration project. Data collection and analyses will be completed to evaluate the impact of the project for the workforce. Results analysis will be provided and reviewed by the Air Force and Department of Defense. As the Air Force Laboratory implements changes to the Demo interventions, fundamental changes to the Oracle database would be required to support the changes, such as distinct sets of factors by job category (or sets of job category), and likewise Standard Pay Lines (SPLs) by job category (or sets thereof). All of the core modules including: Oracle PL/SQL code, Excel spreadsheets and Oracle Reports could require changes. REQUEST FOR CAPABILITY PACKAGE: All interested parties shall submit a capabilities package in order to document your firm's capability to perform the tasks set forth in the attached DRAFT Performance Work Statement. Interested contractors shall review, fill-in and return the attached Capabilities Matrix and may also submit a 4-8 page capabilities document. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided, including whether this experience was as a prime or subprime contractor, whether it was in support of a Government or commercial contract and what the scope of the experience was. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
