Description
The USEPA intends to award a sole source contract to Safe Environment Engineering located in Valencia, CA, based on the authority of Federal Acquisition Regulation (FAR) Part 6.302-1 for the following equipment: Description of Requirement: EPA Region 1 in Boston, Massachusetts requires the use of the LifeLine Wireless Monitoring system produced by Safe Environment Engineering which enables IP-based communication between emergency response equipment field sensors and a command station which can be located near a field, or anywhere accessible via the internet. LifeLine supports a wide range of field sensors including all of the field sensors cited for managing personnel safety protocols within the emergency response community of EPA. All sensor data managed with LifeLine Wireless Monitoring System is geo-referenced and communicated in the Common Alerting Protocol (CAP) standard format which is recommended by DHS to enhance interoperability among agencies collecting environmental data. The LifeLine Wireless Monitoring components are integral components of the VIPER Sensor Communication System developed by USEPA-ERT. This system is designed to support the use of field sensors in a wide range of mobile and fixed field applications ranging from emergency response to long term site control monitoring. The use of VIPER enables EPA to integrate and communicate sensor data without dependence on vendor-specific proprietary data communication systems. This is NOT a Solicitation or Request for Quote Contracts will not be awarded based on offers submitted in response to this notice. This is a noncompetitive action processed in accordance with FAR 6.301-2 (Only one responsible source and no other supplies or service will satisfy agency requirements). Any potential companies who believe they can offer this service or product, shall submit responses regarding this notice in writing to U.S. Environmental Protection Agency (USEPA), Attn: Corey Kerzhner, Mail Code: (3805R), 1200 Pennsylvania Avenue, Northwest, Washington, DC, 20460 or received by email to kerzhner.corey@epa.gov no later than June 14, 2011 1:00pm EST. Telephonic requests or inquiries will not be accepted. The determination not to compete this requirement is at the discretion of the Contracting Officer in accordance with FAR 13.106-1(b).
