Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133F-11-RQ-0769. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-52. The National Oceanic Atmospheric Administration (NOAA), Northeast Fisheries Science Center, Woods Hole, MA requires twenty (20) each Archival Pop-Up Satellite Transmitter Tags with an required deliver date of September 1, 2011. Item 0001, 20 Each, Archival Pop-Up Satellite Transmitter Tags in accordance with the following specifications: - Transmission of temperature and depth readings and sunrise/sunset times. - The tag stores the data on board as individual readings of temperature and pressure; it does not "Bin" the measurements, so the data received via Argos can be reconstructed to show a time sequence of the parameter over time. - The standard X-tag records data every 2 minutes; a subset of this high density data set is transmitted to Argos; if the tag is recovered undamaged the completed data set can be extracted. For tags deployed for four months or less, readings at 15 minute intervals are transmitted, for tags deployed for 8 months readings at 30 minute intervals are transmitted, for tags deployed for 12 months readings at hourly intervals are transmitted. - Dynamic depth range based on the daily maximum depth, resolution of transmitted depth data ranges from.3m to 5m. - SiV TM transmission schedule; the PTT transmits only at times when the likelihood of a satellite pass is greatest. - Rugged Carbon Fiber housing. - Strong tether attachment point. - Very simple deployment, no predeployment programming required on the part of the user. - Data is decoded and parsed by MTI, presented to the user in Excel format. The required delivery date is September 1, 2011. All quotes shall be FOB Destination to 166 Water Street, Woods Hole, MA 02543. Vendor must submit specifications of the proposed tags. Vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (MAY 2011), with its quote. [An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision.] Vendors shall refer to www.acquisition.gov to obtain a copy of FAR provision 52.212-3. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of Clause) FAR clause 52.212-2, EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Meeting technical specifications and delivery date are more important than price. (b) "Options." The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
