- PRESOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-11-RP-0137 for the Department of Veterans Affairs (VA) to procure the following three groups and sizes of plastic vials, bottles, and caps. Group 1: Amber vial, plastic, round, minimum 4-1/8" circumference, minimum 2" high, for use with safety caps (press down and turn) and non-safety snap caps or dual reversible caps. Vial opening instructions to be legibly embossed or permanently marked in contrasting color on cap surface. The sizes and estimated annual quantities are as follows: 7 to 9 dram (25-45cc) 2,050,000 vi, safety caps 1,420,000 ea and non-safety caps 690,000 ea (or 1,420,000 reversible caps); 12 to 13 dram (45-50cc) 10,610,000 vi; safety caps 10,060,000 ea and non-safety caps 805,000 ea (or 10,060,000 reversible caps); 16 dram (60-65cc) 2,890,000 vi; safety caps 2,795,000 ea and non-safety caps 245,000 ea (or 2,795,000 reversible caps); 20 dram (75-85cc) 3,030,000 vi; safety caps 2,965,000 ea and non-safety caps 600,000 ea (or 2,965,000 reversible caps); 30 dram (113-120cc) 1,512,000 vi; safety caps 1,482,000 ea and non-safety caps 90,000 ea (or 1,482,000 reversible caps); 40 dram (150-165cc) 3,240,000 vi; safety caps 3,170,000 ea and non-safety caps 180,000 ea (or 3,170,000 reversible caps); 60 dram (225-240cc) 658,000 vi; safety caps 654,000 ea and non-safety caps 39,000 ea (or 654,000 reversible caps). Group II: Bottle, safety cap (controlled substance) round, translucent, natural, soft plastic, high density polyethylene, 1-7/16" diameter, 2-1/8" high, screw neck, with child-resistance closure safety cap. Cap with inner liner to provide a tamper evident seal when applied. Estimated annual quantity: 445,500 bottles & caps. Group III: Bottle, safety cap, wide mouth packer, screw neck, round, opaque white OR amber high density polyethylene with child-resistant (clutch) type cap. The estimated annual usage for Group III is as follows: 30,000 bottles of 80 dram (300-325cc); 55,000 bottles of 105 dram (400-425cc) and 120,000 bottles of 130 dram (500-525cc). Groups I and III must meet USP light transmission and moisture tight container requirements. The Government is specifying no particular package/case size; therefore, any commercial package size is acceptable. The estimated quantities listed above are for VA, Bureau of Prisons (BoP) and Indian Health Service (IHS). The package size will not be evaluated, only price of the vials and caps. Potential Offeror's shall provide the VA with one sample of each line item they submit an offer for. Samples will be evaluated to ensure they meet the requirements noted above and to ensure compatibility with the CMOP dispensing machines. These samples will not be returned to the contractor. The contract period will be for one year. The contract items will be distributed through the VA Pharmaceutical Prime Vendor. If the offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period. OFFERS ARE NOT BEING SOLICITED AT THIS TIME. Solicitation will be electronically issued in commercial item format in accordance with FAR Part 12 on or about July 14, 2011, with a tentative closing date of July 27, 2011.
