- This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) in June. The RFP and future amendments will be available, without charge, through www.FBO.gov by entering the solicitation number P11PS10440 in the quick search block. A) OFFERORS: This acquisition will be set-aside for businesses certified by the Small Business Administration (SBA) as a HUBZone business. In accordance with the requirements of the Historically Underutilized Business Zone (HUBZone) Act of 1997 the National Park Service shall only accept proposals from HUBZone businesses and only HUBZone businesses will be considered for contract award. The North American Industrial Classification System (NAICS) code for this acquisition is 238990 and the associated small business size standard is $14,000,000. B) BRIEF PROJECT DESCRIPTION: The contractor shall construct approximately 3825 l.f. of fencing to exclude wildlife from an existing wetland area. The project site is located within Rocky Mountain National Park, approximately 9 miles from Grand Lake, CO. The fence shall be 75" wide tensile woven wire mounted on metal posts with the bottom of the woven wire sixteen inches (16") above the ground and the top of the woven wire ninety-one inches (91") above the ground. Bekaert (www.bekaertfence.com) Solidlock 17/75/6 with a galvanized finish (part number 118269) or equal. C) ESTIMATED PRICE RANGE: Between $50,000 and $150,000 D) SCHEDULE: All dates are tentative and may change. Issue Request for Proposals Late June / Early July 2011; Proposals due August; Award contract September; Issue Notice to Proceed September; Substantial Completion Fall 2011. E) PLANS AND SPECIFICATIONS: Construction documents will be issued in conjunction with the solicitation. F) SITE VISIT: The National Park Service anticipates conducting a pre-proposal site visit in mid July; however, the exact date has not yet been determined. Additional information regarding the site visit will be noted in the solicitation. The NPS will conduct only the one pre-proposal site visit. G) PROPOSED CONTRACT TYPE: Firm fixed price contract with lump-sum pricing. H) PROPOSAL EVALUATION CRITERIA / FACTORS: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. The anticipated non-price factors are 1) Prior Experience, 2) Work Plan & 3) Past Performance.
